Salary range: $125,766.00 to $172,929.00

Job Summary:
Lead the development and implementation of all Health and Safety management systems for all the onshore construction (Wind/Solar/Repower) projects. Encompass the areas of Safety, Health, and regulatory compliance. The manager will be responsible to maintain & develop the owner’s onshore safety exhibit which will encompass Avangrid Renewables minimum safety requirements for the work to be conducted by its Contractor(s) and Suppliers.

Key Responsibilities:
The Program Manager, Projects Safety “H&S Manager” will be the owner’s representative and will oversee all aspects related to Health and Safety for the Onshore Renewables Projects Delivery team. The job holder leads the team both at the Portland, OR corporate office and at the site level.
The overall aim is to achieve a high-performance working partnership with employees, contractors, stakeholders, and members of the public.
The H&S Manager assures that Avangrid Renewables H&S minimum expectations are implemented and maintained by its Contractors and Suppliers on the project, in addition to:
 Develop and maintain the project’s Health & Safety exhibit which encompasses Avangrid Renewables minimum Safety requirements that contractors must abide by, in addition to site specific safety requirements.
 Oversee on behalf of the owner, the implementation of a procedural H&S Plan for the site including site set up, and general onshore works including all necessary drills and exercises to be conducted by the Contractors and Suppliers.
 Perform Contractor H&S prequalification assessment according to Avangrid Standards. Perform site safety kick-offs for new projects and major Contractors.
 Perform periodic projects contractor and subcontractor safety audits, inspections & assessments that ensure compliance with all applicable Health & Safety regulations and our H&S contractual requirements (Project documentation to be kept up-to-date and in compliance). Develop emergency action and emergency response plans with Contractors. Develop site specific SPCC plan with Contractors and Operations.

Provide constant H&S management support to the project sites through regular
meetings, walk-downs, training, and reporting through the site team.
 Assure that the health & safety teams for the Contractors and Suppliers develop and provide site specific orientation and inductions to all personnel
(internal/external/contractors) assigned to the project, irrespective to project office or (site) location.
 Participate in Hazard Analysis conducted by the Contractors and Suppliers working for the project.
 Audit and ensure the required training is up-to-date and the Contractor and Suppliers are in compliance, (competent persons, etc.).
 Facilitate H&S project meetings with contractors, attend project meetings, and represent H&S interests towards all stakeholders.
 Define and drive incident reporting per Avangrid Renewables Safety exhibit.
 Oversee and ensure that the Contractors, Subcontractors and Suppliers are conducting appropriate accident and incident investigations as applicable, collate and submit reports.
 Ensure that site contractors report accidents and incidents and abide by OSHA’s reporting requirements.
 Oversee environmental spill cleanup, removal, and disposal with Contractors &
Avangrid’s Environmental Controls Program Manager.
 Perform on-Site LOTO training for Avangrid and project staff,
 Implement Continuous Improvement Construction Safety Manual & Procedures,
 Perform OSHA, Safety, Construction, and Leadership training for Avangrid staff
 Foster and maintain a positive and proactive safety culture.
 Procure and manage Avangrid Projects Delivery team Personal Protective Equipment supplies.
 Work collaboratively with other AVANGRID businesses including Operations.
 Other duties as assigned.
Required Qualifications
 Bachelor's degree in a relevant field of study, (i.e. Engineering, Safety, Construction
Management, Environmental Studies, etc.) or equivalent combination of technical training and experience.
 Minimum five years in a renewables/ utility /power plant / heavy construction project
environment, with experience in the health & safety field.
 Knowledge of applicable regulations and standards including OSHA Construction and
Generation, Transmission and Distribution standards.
 Experience working in a high-performance company with excellent health & safety
systems.
 Strong written and oral communications skills.
 Ability to effectively collaborate with internal and external customers and contractors.
 Self-starter with excellent planning, project management and organizing skills.
 Strong computer skills with ability to utilize external databases, Microsoft Office and
email.
 Willingness and ability to travel frequently.
 Ability to safely climb and access all areas of various wind turbines, if necessary.

Preferred Qualifications
 Experience in wind / solar project construction and engineering.
