Summary
Seeking a Program Manager to oversee partnerships with higher education institutions across Massachusetts. The organization is committed to working with institutions to offer IT internships and projects in areas such as Artificial Intelligence (AI), Data Science, and Cybersecurity. The client believes these partnerships can provide unique opportunities to bring the Client and IT students together to find technology solutions that enhance services for MA citizens. 
The Program Manager will lead partner development efforts, act as liaison between higher ed institutions and the organization, oversee planning and operational activities tied to specific projects, and ensure the success of each program from the student and organizational perspective.
The primary work location for this role will be at Boston, MA 02108. The work schedule for this position is Monday thru Friday, 9AM to 5PM.
Qualifications:

  • 3-5 years in partnership development, program management, or related roles 
  • In-depth understanding of partnership development and management within higher education 
  • Demonstrated knowledge of technologies and IT areas such as Artificial Intelligence, Data, and Cybersecurity.
  • Ability to serve as the primary technical lead and liaison between the organization and higher education partners, guiding technical discussions and translating complex technical concepts for various stakeholders to facilitate successful collaborations.
  • Proven ability to plan, execute, and oversee projects.
  • Strong interpersonal skills, adept at fostering and maintaining effective collaboration, trust, teamwork, and respect.
  • Excellent time-management and organizational abilities, adept at managing multiple priorities.
  • Proven ability to identify issues, analyze data, and develop practical solutions.
  • Proficiency in Microsoft Office Suite, and project management tools. 
  • Understanding of budget and financial management. 
  • Extensive experience in the technology sector with a strong understanding of industry trends and terminology.


Higher Education Partnerships Include:
1. AI Cohort: 
The client is looking to leverage student talent and explore the potential of generative AI applications in state government. These partnerships will involve close collaboration with Commonwealth policy and technical staff, university staff, and student cohorts. Students are paid under this partnership and the university participates in supervision and administration of the program. 
2. Data Academic Partnership: 
The client is looking to leverage student talent to work on data science projects within state government. In this model, higher education institutions provide a cohort of students to work on selected data- centric projects identified by the Commonwealth. Students receive course credit, and the university participates in supervision and administration. 
3. Fellowship:
The client recruits and selects individual students to join one of our IT teams for a specific period. In this partnership, EOTSS supervises the student and program, and the University pays the students. 
4. Summer Internship:
The client recruits and selects individual students to join one of our IT teams over 10 weeks in the summer. They supervise students, administer the program, and pay the students. 
Program Manager Responsibilities:
AI Cohort and Academic Partnerships:
• Identify Commonwealth use cases in areas of Artificial Intelligence, Data, and Cybersecurity 
o Survey Secretariats to gather interest in higher ed partnership within each technology area
o Coordinate meetings with departments to vet use cases and forecast and assess the feasibility of partnerships, determining resource allocation and team capacity for supporting interns. 
o Work with EOTSS leadership to select final projects. 
• Manage and coordinate all higher education initiatives:
o Coordinate with school and business to finalize use cases and build out project plans with milestones 
o Work with Commonwealth supervisor to manage logistics and schedules, ensure readiness for students. Assist with any other planning and coordination that is needed. 
o Act as liaison between higher education institution and the business. 
Ensure timely delivery of final deliverables 
Communicate regularly to key stakeholders
Conduct in-progress assessment of student success within Commonwealth work environment, adjust as necessary
Ensure project is on track; address any challenges or roadblocks
• Manage program administration and coordination
o Maintain accurate records of partnership agreements, communications, and activities.
o Prepare detailed status reports on all partner programs: progress, outcomes, and impact. Communicate insights to senior and executive level leadership. 
o Collaborate with the Finance department to ensure partnership activities are within budget. 
Fellowship and Summer Internship Programs
• Partner with recruitment team and hiring managers to coordinate the recruitment, selection, and placement of Fellows and interns.
• Develop and maintain relationships with higher ed institutions to identify and promote internship and Fellowship opportunities for students.
• Create, implement, and oversee summer program activities including manager showcases, outings, meeting with the Secretary and other Executive leadership, and final presentations. 
• Ensure quality work experiences for students by partnering with the IT business to develop and oversee initiatives which complement and enhance students' academic and professional goals. 
• Conduct in-progress assessment of student success within our work environment and evaluate their overall experience through surveys.
