BizFirst is assisting our client with recruiting a Program Manager to serve as the overall lead and single accountable manager for a firm-fixed-price task order providing financial and data analyst support to the Assistant Secretary of the Army for Acquisition, Logistics and Technology (ASA(ALT)) Capability Program Executive (CPE) and Portfolio Acquisition Executive (PAE) offices.

The contractor team of Business Analysts and Management Analysts uses the Army's Project Management Resource Tool (PMRT) suite - including CCaR, PDAA, and PMRT Enterprise Analytics - against GFEBS execution data to deliver budgeting, execution, reconciliation, reporting, and program data management across 14 supported CPE organizations at up to 10 CONUS locations.

Our client is a boutique consulting firm that employs consultants and professionals with unique skill sets to support the federal government with strategic execution, financial process enablement, IT systems, and Enterprise Resource Planning (ERP) software implementation.

What will you do
Responsibilities:

·  Provide management, coordination, quality assurance, and leadership of all contractor activities under the task order, including any subcontractor personnel.

·  Direct and coordinate a cross-functional, geographically distributed team of Management Analysts and Business Analysts embedded in CPE/PAE program offices.

·  Ensure disciplined execution of approved plans, schedules, and governance processes under firm-fixed-price performance.

·  Serve as the contractor's primary interface with the AAS COR, ASA(ALT) TPOC, and Government program authorities; be readily available during ASA(ALT) core hours for on-demand support, status reporting, and issue resolution.

·  Plan and execute contract start-up: coordinate the Project Kick-Off Meeting within 7 days of award and complete all Transition-In activities within 30 calendar days of project start with no degradation of service.

·  Provide regular status briefings to Government leadership; maintain visibility into cost, schedule, performance, and risk; ensure timely communication, issue escalation, and resolution in support of Government decision-making.

·  Produce and quality-control contract deliverables, including the Monthly Status Report and Project Status Reports, bi-weekly Technical Status Meetings and minutes, the Quality Control Plan, and the Personnel Leave/Absence Plan.

·  Operate the contractor's quality management program: self-inspection, root-cause analysis, corrective action, and continuous improvement aligned to the Government's QASP surveillance and CPARS evaluation.

·  Manage staffing continuity across all supported sites: leave coverage, backfill of vacated positions within 10 business days, fill of new positions within 30 calendar days, and Vacancy and Turnover Reporting within 5 business days.

·  Oversee personnel security and access compliance (Secret clearances, CAC/SAAR processing, DD Form 2875 currency, required annual training) and safeguard Government information and property.

·  Monitor performance against the PWS Business Analyst quality standard and intervene before issues reach the COR.

Requirements

·  U.S. citizenship (mandatory for access to defense facilities and financial systems).

·  Security Clearance: Secret or above.

·  Minimum of five (5) years of recent experience managing programs or supporting DoD/DoW financial management efforts of comparable size, scope, and complexity.

·  Current project or program management certification: PMP, PgMP, or an equivalent credential from a recognized credentialing organization.

·  Comprehensive knowledge of the DoD Planning, Programming, Budgeting, and Execution (PPBE) process.

·  Hands-on experience with defense business and accounting systems, specifically GFEBS.

·  Bachelor's degree in business, finance, accounting, public administration, information systems, or a related field, or equivalent combination of education and progressively responsible experience.

Desired Skills

·  Experience supporting ASA(ALT), Army PEO/PM (now CPE/PAE) organizations, or comparable DoD acquisition program offices.

·  Working familiarity with the PMRT tool suite (CCaR, PDAA, PMRT Enterprise Analytics) and the GFEBS-to-CCaR execution interface.

·  Experience with Army acquisition financial execution: funds distribution, commitments/obligations/expenditures/disbursements, spend plans, reconciliation, reimbursables/G-Invoicing, and year-end close.

·  Experience leading distributed or remote teams across multiple Government sites.

·  Experience managing firm-fixed-price task orders under GSA MAS/AAS.

·  Familiarity with Qlik Sense or comparable BI/analytics platform.

·  DoD FM Certification, Certified Defense Financial Manager (CDFM), or DAU coursework.
