T-Rex Solutions is seeking a Microsoft Power Platform Developer to supports both the Enterprise Intelligence and Data Solutions (EIDS) and Defense Healthcare Management System Modernization (DHMSM) programs in support of the Defense Health Agency (DHA) by building and maintaining applications, reporting, and automation that help teams manage products, portfolios, workflows, and program performance.

This role is hands-on and execution focused, with a primary emphasis on advanced Microsoft Power Apps development. The individual will design, enhance, and maintain business applications while also using Power Automate, Power BI, Azure DevOps, and Microsoft 365 to create integrated solutions that support day-to-day program operations and leadership decision-making.

The developer will support requirements across both EIDS and DHMSM and should be comfortable working across multiple teams, stakeholders, and priorities. The role requires someone who can understand a business need, determine the right technical approach, and independently deliver a practical and maintainable solution. The ideal candidate is an experienced Power Apps developer who also understands how reporting, automation, data, and program processes fit together in a complex enterprise environment.

Responsibilities:

Power Apps Development

  • Design, develop, enhance, and maintain advanced Microsoft Power Apps solutions
  • Serve as a strong hands-on Power Apps developer capable of independently translating business requirements into working applications
  • Support applications used to manage products, projects, documentation, portfolio activities, and operational workflows
  • Manage and prioritize Power Apps development backlogs and deliver enhancements iteratively
  • Integrate Power Apps with Microsoft 365, Power Automate, Power BI, Azure DevOps, and other approved data sources
  • Troubleshoot application performance, usability, data, and integration issues
  • Design solutions that are scalable, maintainable, and easy for program teams to use
  • Apply sound practices for application security, permissions, data access, and lifecycle management

Power Automate and Workflow Automation

  • Develop Power Automate workflows to connect applications, data, and business processes
  • Automate repetitive tasks and reduce manual effort across program workflows
  • Build reliable and maintainable automation that supports Power Apps and other Microsoft-based solutions
  • Troubleshoot workflow failures and improve existing automations as business needs evolve

Power BI Development and Reporting

  • Design, develop, and maintain Power BI dashboards using data from multiple sources
  • Connect Power BI to Microsoft Azure DevOps and other systems to support portfolio and execution reporting
  • Perform data transformation, modeling, and validation to ensure accuracy and reliability
  • Create clear visualizations that translate program data into useful information for leadership and delivery teams
  • Support reporting requirements that complement Power Apps and broader Power Platform solutions

Azure DevOps Integration

  • Use Microsoft Azure DevOps as a data source and integration point for Power Platform solutions
  • Develop applications and reporting that support portfolio management, delivery tracking, backlog management, and performance measurement
  • Apply a strong technical understanding of Azure DevOps data structures, work items, and reporting capabilities
  • Help connect Azure DevOps information with Power Apps, Power Automate, and Power BI where appropriate

Cross-Program Support

  • Support Power Platform needs across both EIDS and DHMSM
  • Work with stakeholders across multiple teams to understand, prioritize, and deliver requirements
  • Balance competing priorities and adjust work as program needs change
  • Build solutions that can be used across teams when common requirements or opportunities exist
  • Maintain clear visibility into work in progress, dependencies, risks, and expected delivery timelines

SAFe and Portfolio Context

  • Design applications and reporting aligned with SAFe concepts, particularly portfolio management and execution tracking
  • Support leadership visibility into priorities, capacity, schedules, dependencies, and delivery
  • Apply SAFe and portfolio context when designing solutions so that applications and reporting are relevant to actual program operations

Collaboration and Enablement

  • Work closely with program teams, analysts, product owners, and leadership to gather and refine requirements
  • Translate business needs into clear technical solutions without requiring stakeholders to define the technical approach
  • Demonstrate solutions, incorporate feedback, and refine applications as requirements evolve
  • Provide documentation and guidance to support adoption and long-term maintenance
  • Help teams transition to new applications, reporting, and automated workflows

Requirements:

  • 6–8 years of hands-on experience delivering Microsoft Power Platform solutions in complex enterprise environments
  • U.S. citizenship and ability to obtain and maintain a Common Access Card (CAC) and required access to DHA systems and environments.
  • Strong demonstrated experience designing and developing Microsoft Power Apps, including complex applications used by business or program teams
  • Experience integrating Power Apps with Power Automate, Microsoft 365, Power BI, Azure DevOps, and other data sources
  • Demonstrated ability to troubleshoot and improve Power Apps performance, usability, and maintainability
  • Experience building Power BI dashboards using multiple data sources
  • Experience integrating Microsoft Azure DevOps with Power Platform solutions for reporting, workflow, or metrics
  • Working knowledge of the Scaled Agile Framework (SAFe), particularly portfolio and execution concepts
  • Ability to manage multiple development priorities and work across different teams or programs
  • Ability to translate business needs into clear and effective technical solutions
  • Strong analytical and problem-solving skills
  • Clear written and verbal communication skills, with the ability to work effectively with technical and non-technical stakeholders

Desired Skills:

  • Bachelor's degree in Information Technology, Computer Science, Engineering, Information Systems, Business, Project Management, or a related field is preferred; equivalent relevant experience will be considered.

In compliance with pay transparency guidelines, the annual base salary range for this position is $100,000 - $135,000. Please note that the salary information is a general guideline only.
