As a Contracts Manager supporting Collins Aerospace’s Strategic Defense Solutions portfolio in Richardson, TX while working remotely, you’ll play a critical role in advancing U.S. Air Force Nuclear Command, Control and Communications (NC3) programs that are foundational to national security. Embedded within Mission Systems, you’ll serve as a strategic business partner to Program Managers and Government/Prime customers, shaping pursuits, negotiating complex agreements, and guiding contract execution in a highly regulated, high-visibility defense environment. This individual contributor position offers the opportunity to directly influence mission-critical programs while operating at the intersection of strategy, compliance, and customer engagement.

From capture and proposal development through negotiation and full lifecycle contract management, you’ll provide sound business judgment across Cost Plus and Firm Fixed Price development programs. You’ll assess contractual risk, craft negotiation strategies, ensure FAR/DFARS compliance, and lead disciplined change management processes that protect the business while enabling program success. What You Will Do:

  • Effectively communicate with internal and external customers to establish mutually beneficial relationships and frequently influence business decisions

  • Implement strategies to improve acquisition timelines and customer pace of contractual actions

  • Investigate and resolve complex contractual matters by applying astute critical thinking, gathering detailed information, seeking innovative contracting techniques, and proactively collaborating with relevant stakeholders

  • Provide strategic advice and guidance on numerous contractual rights/obligations, regulations, and policy/procedure to mitigate risks and unauthorized changes

  • Review proposals to ensure proposed solutions meet customer requirements, represent a balanced risk/opportunity posture and deliver a financially sound business case while meeting company policies and standards

  • Develop pre-negotiation objectives and implement negotiation strategy reviews as part of the proposal development process

  • Advises the Collins Program Management Office as well as the Government of changes to contract requirements and ensures a robust change management process is in place to identify, communicate, adjudicate, negotiate, and implement changes to contract requirements

  • Travel 10%-15%

Qualifications You Must Have:

  • Typically requires a University Degree and minimum 8 years prior relevant experience or an Advanced Degree in a related field and minimum 5 years of experience

  • The ability to obtain and maintain a U.S. government issued security clearance is required. U.S. citizenship is required, as only U.S. citizens are eligible for a security clearance

  • Prior US Government contract experience specifically with Design & Development programs (Cost Plus Incentive Fee (CPIF), Cost Plus Fixed Fee (CPFF), and Firm Fixed Price (FFP))

  • Experience applying and interpreting FAR, DFARS, ITAR, and other applicable U.S. Government regulations in support of contract administration or proposal activities

  • Experience preparing and negotiating proposals and contracts, including terms and conditions, statements of work (SOW), pricing structures, and fee/profit arrangements

Qualifications We Prefer:

  • Top Secret Clearance/SCI eligibility

  • Demonstrated ability to shape results in support of objectives, including ability to communicate and influence executive leadership

  • Knowledge and understanding of Collins contracts policies

  • Experience in Microsoft Suite (Excel, Word, PowerPoint, or Project) 

  • Excellent time management and organizational skills

  • Excellent communication skills and proven ability to establish and maintain effective relationships with complex customers

  • Ability to problem solve, develop solutions, and support the business leaders in achieving their financial and performance goals and objectives

  • Advanced Degrees such as JD Law Degree or MBA or relevant Contracts Certifications such as CPCM or CFCM

The salary range for this role is 107,500 USD - 204,500 USD. The salary range provided is a good faith estimate representative of all experience levels. RTX considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate’s work experience, location, education/training, and key skills.

Specific benefits are dependent upon the specific business unit as well as whether or not the position is covered by a collective-bargaining agreement.

Payments under these annual programs are not guaranteed and are dependent upon a variety of factors including, but not limited to, individual performance, business unit performance, and/or the company’s performance.
