About the Opportunity

The KRI Research Program Manager, Level I or II is a Burlington, MA or Arlington, VA based position responsible for operational elements of Department of Defense (DoD) funded research & development program oversight. This position reports to KRI Program Management Office Director and will provide program management spanning multiple DoD contracts. He/she/they is responsible for the oversight of a geographically dispersed portfolio of programs including tracking cost, schedule, performance, and risk; logistics of meetings, workshops, and technical seminars as part of the program execution; and post contract award requirements including proposals, tracking and processing, and other required submissions to sponsors. He/she/they will be responsible for additional program related tasks to meet business goals and objectives.  Level of hire will be determined based on successful candidate’s educational background and experience level.

This is a fast-paced position with a variety of programs to manage and will require interaction with internal Northeastern and Kostas Research Institute researchers, the Northeastern University Research Enterprise Systems (NU-RES) staff, external university and industry subcontractors, and funding agency program managers and contract officers. The successful candidate will have solid experience and familiarity with DoD acquisitions, contracting, financial management, and project management with the funded research life cycle. He/she/they will have excellent organizational, communication, and analytical skills and a strong customer service focus.

Qualifications:

  • Bachelor's degree required; graduate degree preferred in a technical discipline

  • 3-5 years of relevant experience (Level I) or 10 years of relevant experience (Level II).

  • Proven track record of running research and development programs at various complexity levels.

  • Experience managing technical development programs under a variety of contract types including CA, IDIQ, CPFF, FFP, etc.

  • Experience with developing and managing risk management & mitigation plans.

  • Experience in a highly technical and dynamic environment

  • Willing to work on government contracts and have the ability to hold a DoD security clearance.

  • Able to interface effectively with internal teams as well as government and commercial customers.

  • Basic familiarity with ITAR and EAR.

  • Basic familiarity with contracts, non-disclosure agreements, teaming agreements, and other legal and contractual documents.

  • Good knowledge of Project Management methods, tools, and processes, experience with MS Project required.

  • Basic familiarity with the DoD Architectural Framework and systems engineering principles.

  • Proficient in Microsoft Office (Excel, Word, PowerPoint, and Outlook)

  • Ability to travel required (varying frequency, up to 50%)

  • Experience supporting US DoD programs, DoE programs, or NASA programs.

  • Active DoD Security Clearance

  • PMI (or equivalent) certification

  • Ability to work independently, integrate and lead teams, and interface with cross-functional disciplines.

  • Able to excel in a fast-paced, deadline-driven environment, where small teams share a broad variety of duties.

  • Displays strong initiative and drive to accomplish goals and meet company objectives.

  • Takes ownership and responsibility for current and past work products.

  • Committed to learning from mistakes and driven to improve and enhance performance of oneself, others, and the research institute.

Physical Demands

  • Ability to work primarily in an office environment with occasional time spent in laboratory environments and field-testing environments.

  • Required to sit and stand for long periods (Frequent); talk, hear, and use hands and fingers to operate a computer and telephone keyboard (Frequent)

  • Travel including potentially to outdoor / field-test environments (e.g., US Navy Self Defense Test Ship, US Army Cold Regions Research and Engineering Laboratory Alaska, Letterkenny Army Depot

ITAR Requirement

This position requires access to information that is subject to compliance with the International Traffic Arms Regulations (ITAR) and/or the Export Administration Regulations (EAR). In order to comply with the requirements of the ITAR and/or the EAR, applicants will be asked to provide specific documentation to verify U.S. person status under the ITAR and the EAR.  A “U.S. person” according to their definition is a U.S. citizen, U.S. lawful permanent resident (green card holder), or protected individual such as a refugee, or asylee. See 22 CFR § 120.15. Some positions will require current U.S. Citizenship due to contract requirements.

The Salary range for this role is:

Research Program Manager Level 1: $86,490.00 - $122,163.00

Research Program Manager Level 2: $129,010.00 - $187,060.00

Expected Hiring Range:

$129,010.00 - $187,060.00

With the pay range(s) shown above, the starting salary will depend on several factors, which may include your education, experience, location, knowledge and expertise, and skills as well as a pay comparison to similarly-situated employees already in the role.
