POSITION SUMMARY:
Amentum, on behalf of the U.S. Department of Justice’s ICITAP program, seeks an experienced Export Control and Trade Compliance Advisor to support international efforts in building strategic trade control (STC) capacity and compliance infrastructure. This role focuses on advising, mentoring, and training partner governments and industries on export control systems, regulatory alignment, internal compliance programs, and cross-border enforcement mechanisms.

JOB DUTIES AND RESPONSIBILITIES:
- Provide expert guidance on the design and implementation of strategic trade control frameworks in alignment with multilateral export regimes.
- Conduct legal-regulatory reviews, enforcement capability assessments, and institutional capacity building in host countries.
- Develop and deliver in-country and remote training on licensing procedures, catch-all controls, intangible technology transfer (ITT), and dual-use items.
- Collaborate with ministries, customs, industry, and enforcement entities to promote interagency coordination.
- Draft and implement Internal Compliance Program (ICP) templates and manuals tailored to national and industry needs.
- Serve as senior liaison and subject matter expert for donor-funded engagements under EXBS, DOE, and Global Affairs Canada initiatives.
- Support ICITAP missions with public-private outreach efforts, compliance seminars, and government consultations.
REQUIRED SKILLS AND QUALIFICATIONS:
- Minimum 15 years of experience in export control, trade compliance, or dual-use licensing (government or private sector).
- Proven record of leadership in export compliance advisory roles or government enforcement capacity.
- Experience working with strategic sectors such as defense, vacuum/coating technology, nuclear, or high-tech manufacturing.
- In-depth knowledge of international nonproliferation regimes (Wassenaar, NSG, MTCR, Australia Group) and UNSCR 1540.
- Experience managing or advising national control authorities or trade compliance departments with >30 staff.
- Strong presentation, project management, and intercultural communication skills.
- Fluent in English (C1+); additional language skills (German, French, or regional languages) preferred.
DESIRED QUALIFICATIONS:
- Legal or policy advisory background with direct contributions to STC legislation or compliance frameworks.
- Experience conducting Red Team or risk-based assessments in aviation, nuclear, or electronics supply chains.
- History of representing national or industry stakeholders in multilateral export control forums.
- Prior fieldwork under EXBS, UNODA, EU CBRN CoE, or similar international cooperation mechanisms.
- Authorship of export control guidance, tools, or handbooks adopted by international actors.
