The Opportunity:
The Department of Homeland Security (DHS) Continuous Diagnostics and Mitigation (CDM) Program is seeking an IAM Engineer to support the United States Coast Guard (USCG) with identity and access management across cloud-based collaboration platforms and data analytics tools, including Microsoft Teams, SharePoint, and Power BI. The IAM Engineer will focus on implementing secure access control policies, integrating identity protections, and managing role-based access to ensure mission data integrity and user accountability across collaboration environments. This role supports USCG’s Zero Trust goals and broader cloud modernization initiatives.
Responsibilities:
• Design and implement identity governance policies for Microsoft 365 collaboration tools (Teams, SharePoint, OneDrive) and Power BI.
• Manage role-based access control (RBAC) and enforce least privilege principles across cloud-based collaboration platforms.
• Coordinate with USCG stakeholders to establish secure workspace, file, and dashboard sharing practices within Teams and SharePoint.
• Integrate Conditional Access and Microsoft Entra features to manage identity risks and secure data across Power Platform environments.
• Develop and enforce compliance policies and audit logs for user access to Power BI reports and datasets.
• Automate user provisioning and deprovisioning workflows using PowerShell, Graph API, and Entra ID Governance.
• Support documentation for system access requests, privileged access reviews, and RMF artifacts.
• Collaborate with USCG security engineers to align collaboration tool access with enterprise cybersecurity standards and audit readiness.
• Monitor access and usage activity across M365 tools using Defender for Cloud Apps, Microsoft Purview, and Azure Monitor.
• Participate in identity governance reviews, ATO support, and zero trust enforcement strategies.

Qualifications:
• 5+ years of experience in identity and access management within Microsoft 365 or Azure ecosystems.
• 3+ years working with Microsoft Teams, SharePoint Online, and Power BI access management.
• Hands-on experience with Conditional Access, Entra ID Governance, and Microsoft 365 security and compliance settings.
• Proficiency in scripting (PowerShell, Graph API) to manage user permissions and enforce policy controls.
• Understanding of RBAC, JIT access, and Zero Trust Architecture within collaboration environments.
• Experience supporting system authorization, audit evidence collection, and documentation for RMF or FedRAMP systems.
• Strong communication skills for working with cybersecurity stakeholders and mission owners.

Desired:

• Bachelor’s degree in Cybersecurity, Information Systems, or related technical field.
• Microsoft certifications such as SC-300, SC-400, PL-300, or MS-102.
• Familiarity with Power BI Workspace roles, row-level security (RLS), and Microsoft Purview integration.
• Experience with collaboration governance tools such as Microsoft Teams Admin Center, SharePoint Admin Center, and Purview Compliance Portal.
• Prior experience supporting USCG, DHS, or federal government cybersecurity programs.

The proposed salary range for this position is:

$82,100-$172,400
