About the Position

This position will work with other House Action Reports Legislative Analysts to prepare and publish accurate and in-depth summaries of legislation scheduled to be considered by the U.S. House of Representatives, describing bill provisions and the intent of legislation, providing relevant background information, and summarizing arguments made by supporters and opponents of controversial bills. HAR analysts also post and update certain publications on their own. This position is within the Editorial department.

About CQ's House Action Reports Team

CQ's House Action Reports prepares in-depth analyses of legislation scheduled to be considered on the floor of the House of Representatives. Originating from an entity within the House itself, HAR reports are intended to help subscribers do their jobs and keep abreast of policy developments by providing non-partisan, objective analyses of House legislation, which are posted through a variety of HAR publications.

About You

This position requires an attention to detail, an ability to work under pressure with firm deadlines, the ability to closely follow the development of legislation and do advanced research on major policy issues while also quickly shifting gears to write on other policy issues, the ability to communicate and write clearly and concisely for a broad audience, and an understanding of the legislative process. HAR analysts on a daily basis communicate with their teammates to coordinate coverage and responsibilities, while working hours largely dictated by the House's schedule.

What To Expect In This Position

  • Summarize complex legislation, as well as congressional procedures and actions, in plain English clearly and concisely
  • Write on multiple topics while meeting strict deadlines and maintaining accuracy
  • Develop expertise in assigned policy areas and keep abreast of news developments in those policy areas
  • Develop expertise on the legislative process and procedures, particularly for the House of Representatives
  • Build a network of sources on and off Capitol Hill, particularly for assigned policy areas
  • Work evenings/nights and weekends when needed

What Sets You Apart

  • High-level analytical, writing and research skills, in addition to strong organizational and writing abilities
  • An ability to work with and understand legislative text, the U.S. Code, committee reports and other informational documents
  • A willingness to work with editors to build professional skills, and an ability to collaborate with other Legislative Analysts on large, wide-ranging policy bills.
  • An ability to adapt to new technologies
  • Prior public policy experience and/or reporting experience on the federal government, politics, or legislation. Knowledge of the federal budget and appropriations process is helpful
  • Strong knowledge of Congress, politics and the legislative process
  • Background working closely with government documents and information
  • An ability to conduct objective online research on policy and related congressional issues
  • A willingness and flexibility to work sometimes long and unpredictable hours because of Congress’ schedule
