Position Summary

The IT Management Analyst supports GSA’s internal HR systems by serving as a key liaison between business units, technology teams, and support organizations. This role combines advanced business analysis skills with team leadership, operational problem solving, and requirements management for complex HR system initiatives.


Essential Duties & Responsibilities

  • Act as the primary liaison between HR business units, IT development teams, and support teams to ensure alignment of system requirements and business needs.
  • Lead and mentor a team of requirements analysts responsible for gathering, analyzing, and documenting requirements for complex HR systems and processes.
  • Identify operational inefficiencies, analyze root causes, and recommend solutions to improve workflows and system performance.
  • Provide guidance to team members on project tasks, requirements development, and operational priorities.
  • Create and review requirements artifacts, including use cases, workflow diagrams, activity flows, and process models.
  • Support Agile delivery by developing user stories, acceptance criteria, and managing product backlog refinement.
  • Apply creativity, independent judgment, and broad technical understanding to solve complex problems and support HR system modernization.
  • Lead and direct the work of others while coordinating with cross functional stakeholders.
Qualifications

Minimum Education & Experience Requirements

  • US Citizen
  • Bachelor’s degree in computer science or a related field.
  • Minimum 5 years of experience facilitating requirements for complex systems or processes.
  • Strong knowledge of commonly used concepts, practices, and procedures in business analysis and IT system design.
  • Extensive experience applying judgment to plan and accomplish goals in a complex environment.
  • Minimum 4 years of experience modeling usecase requirements, activity flows, or workflow sequence diagrams using automated tools.
  • Minimum 2 years of experience working on Agile teams, including creating user stories and managing product backlogs.
