Grant Financial Analyst, Maritime Administration (MARAD) - Remote

BizFirst is assisting our client with recruiting a Grant Financial Analyst to support the Maritime Administration (MARAD) CFO Budget & Financial Support Services program. This is a full-time role on an awarded task order, with an October 2026 start date.

Our client is a boutique consulting firm that employs consultants and professionals with unique skill sets to support the federal government with strategic execution, financial process enablement, IT systems, and Enterprise Resource Planning (ERP) software implementation.

What will you do

Our client is seeking a grants financial analyst to maintain execution tracking across MARAD’s discretionary grant portfolio — more than 300 active awards spanning the Port Infrastructure Development Program, Small Shipyard Grants and the United States Marine Highway Program.

This role carries the all-award view. You will reconcile the award inventory to grant-portal records and Delphi, compare drawdowns against plans and remaining balances, and surface the awards that warrant a closer look. In-depth 2 CFR Part 200 compliance review is performed on a risk-based sample and approved by the Grant Financial Compliance Lead; your work feeds that queue and keeps routine execution status separate from compliance findings.

Responsibilities:

  • Maintain routine execution tracking across all active grant awards, reconciling the award inventory and amendments to grant-portal records and to Delphi obligations and outlays.
  • Resolve missing or duplicate award mappings and keep award identifiers reconciled across systems.
  • Compare drawdowns against plans and remaining balances, and flag unusual drawdowns, inactivity, inconsistent balances, approaching end dates and missing support for Lead review.
  • Support risk-based selection for in-depth compliance review by assembling the selection record and the underlying evidence for each selected award or transaction.
  • Examine award terms and supporting documentation for allowability, authorized purpose and period, allocation support and duplicate reimbursement under 2 CFR Part 200, under the Grant Financial Compliance Lead’s review.
  • Route unresolved matters to the responsible Government official with the financial effect and a recommended action.
  • Update outlay plans when payment timing changes, and use unexplained balances and missing final support to set closeout priorities.
  • Maintain award-level closeout checklists covering final financial information, remaining obligations, unresolved transactions and required support.
  • Support budget execution during grant obligation windows, including obligation and amendment activity and early identification of funding risk.
  • Supply reconciled award data and flag definitions to the Grant Outlay dashboard, and validate its content before release.

Requirements:

  • Bachelor’s degree in accounting, finance, public administration or a related field.
  • Four or more years of federal financial management experience, including work with grant or cooperative agreement financial data.
  • Working knowledge of 2 CFR Part 200 (Uniform Guidance), including cost principles, allowability and closeout requirements.
  • Experience reconciling award or program financial activity to a general ledger and resolving the differences.
  • Comfort working at volume: tracking hundreds of awards without losing the individual record behind each exception.
  • Ability to obtain and maintain a Public Trust determination.

Preferred Qualifications:

  • Experience with Department of Transportation discretionary grant programs, or with federal infrastructure grant portfolios.
  • Hands-on use of Oracle Federal Financials, particularly DOT’s Delphi, and federal grant payment or management portals.
  • Experience monitoring drawdowns and outlays and supporting grant closeout.
  • Experience supporting risk-based grant monitoring or improper payment testing.
  • CGFM, CPA, CDFM or Certified Grants Management Specialist (CGMS) credential.

Work Authorization / Clearance:

  • Public Trust determination required; work may begin on interim suitability approval where the Government grants it.
  • Candidates who have served in the federal government will be asked to confirm that no post-government employment restriction applies to this work, and to share any separation ethics guidance they received. Our client will complete its own review before an offer is finalized.
