Job Responsibilities:
Position Overview
The Global Director of Economic Development Compliance leads Magna's global strategy to secure and manage government incentives, grants, and related programs. The role maximizes participation in economic development opportunities while ensuring compliance with contractual and regulatory requirements. The Director partners across business functions and with external stakeholders to support Magna's growth and investment objectives.
Essential Duties and Responsibilities
  • Global Incentive Strategy

  • Identify, evaluate, and secure incentives and grants to support investment, innovation, workforce development, and sustainability.

  • Develop business cases and monitor emerging programs and policy changes to maintain competitive positioning.

  • Compliance Management

  • Oversee compliance processes for all incentive agreements, ensuring accurate reporting and timely submissions.

  • Partner with Real Estate, Finance, Operations, HR, and Legal to verify performance and documentation.

  • Conduct audits and risk assessments to mitigate exposure.

  • Stakeholder Engagement

  • Serve as primary liaison with government agencies, economic development organizations, and industry partners.

  • Represent Magna at forums to communicate requirements, milestones, and results, and to help shape program design.

  • Data and Reporting

  • Maintain a global database of incentive agreements, deadlines, metrics, and impacts.

  • Provide updates to senior management and prepare board- and investor-level reports on results and ROI.

  • Supervisory Duties

  • Lead and develop a team of Analysts.

  • Set goals, monitor performance, provide feedback, and conduct reviews in alignment with Magna policies.

Core Skills and Qualities
  • Analytical and Financial Acumen: Ability to evaluate economic trends, assess investments, and forecast business impacts.

  • Program Leadership: Proven experience leading complex, multi-stakeholder programs from inception through execution.

  • Global Incentives Knowledge: Expertise in international incentive schemes, tax credits, and regulatory environments.

  • Compliance Expertise: Strong background in audit-readiness, regulatory obligations, and documentation management.

  • Stakeholder Engagement: Demonstrated ability to build relationships with governments, industry, and internal teams.

  • Strategic Planning & Change Management: Success in developing processes, implementing improvements, and managing organizational change.

  • Communication: Skilled in executive-level reporting, presentations, and training delivery.

Education / Experience/ Qualifications:
  • Bachelor's degree in Business Administration, Economics, Public Policy, or related field required; advanced degree or certifications (MBA, JD, CPA, PMP, CCIP) preferred.

  • Minimum 10 years of experience managing and negotiating incentive and grant programs or equivalent large-scale initiatives.

  • Strong knowledge of tax incentives, economic development programs, and regulatory frameworks.

  • Exceptional analytical, negotiation, and project management skills.

  • Ability to operate effectively across cultures in a fast-paced, matrixed organization.

  • Excellent executive communication and presentation skills.

  • Multilingual capability preferred.

Additional Preferred Skills
  • Legal or public affairs background with experience in audits and regulatory processes.

  • Policy and market analysis capabilities to anticipate and influence changes.

  • Oversight of construction or large capital projects tied to incentive programs.

  • Experience establishing centers of excellence in incentives, compliance, or workforce development.

Special Knowledge / Skills:
  • Proficiency in MS Office.

  • Strong research, writing, and presentation skills.

  • Ability to manage multiple priorities under tight deadlines.

Physical Demands / Work Environment:
  • Standard office setting with 20-30% domestic and international travel.
