The EN/VR Instructional Systems Designer (ISD) is responsible for the design, development, and deployment of innovative online training modules in support of the Ticket Program Manager (TPM) marketing, recruitment, and program knowledge objectives. This position specifically supports the creation of e-learning content for Beneficiary outreach, the Help Line, and the EN/VR Help Desk, ensuring program stakeholders are equipped with the information and skills necessary for success. The ISD collaborates closely with subject matter experts, program managers, and outreach teams to deliver engaging, effective, and accessible training solutions aligned with organizational and regulatory standards.

Duties and Responsibilities:
• Design, develop, and implement interactive online training modules to support TPM marketing, recruitment, and program education objectives for Beneficiary outreach, Help Line, and EN/VR Help Desk programs.
• Collaborate with subject matter experts (SMEs), program management, and communication teams to analyze learning needs and translate complex program requirements into clear, engaging instructional content.
• Conduct curriculum and content analysis to ensure alignment with program goals, messaging accuracy, compliance requirements, and learner needs.
• Utilize evidence-based instructional design methodologies (e.g., ADDIE, SAM) to structure course materials, create storyboards, and produce course prototypes.
• Develop multimedia learning assets, including video, audio, graphics, simulations, and assessments, using industry-standard e-learning development tools.
• Implement and maintain online modules within the organization’s learning management system (LMS), ensuring broad accessibility and compatibility.
• Evaluate learner feedback, assessment data, and program metrics to measure instructional effectiveness and recommend content improvements.
• Ensure all training materials adhere to Section 508 accessibility standards and other applicable federal regulations.
• Maintain training documentation, version control, and project status reports as required by management and clients.
• Support periodic updates and revisions to existing training modules in response to feedback, program changes, or regulatory updates.

Requirements:
Candidates must possess a Bachelor’s degree from an accredited institution and have 5–7 years of instructional systems design or equivalent e-learning development experience. The ideal candidate will have a strong background in developing e-learning for government programs, demonstrated expertise in adult learning principles and instructional design processes, and proficiency with e-learning technology and tools.
Required qualifications include:
• Bachelor’s degree from an accredited college or university.
• A minimum of 5–7 years of experience in instructional systems design, e-learning development, or a related field.
• Proven experience creating online training modules, preferably in support of government, outreach, or customer support initiatives.
• Proficiency with instructional design frameworks (e.g., ADDIE), e-learning authoring tools (e.g., Articulate 360, Captivate, Camtasia), and learning management systems (LMS).
• Demonstrated ability to analyze training needs, design instructional materials, and develop learning assessments.
• Experience working with subject matter experts to translate technical content into effective training.
• Thorough knowledge of Section 508 accessibility requirements and the ability to implement them in online training development.
• Strong written and verbal communication skills, with meticulous attention to detail and organization.
• Ability to manage multiple projects and meet deadlines in a fast-paced environment.
• Experience evaluating training effectiveness and applying continuous improvement processes to e-learning solutions.

Clearance requirements:

Must be a US Citizen and able to obtain and maintain a SSA Public Trust clearance
