About the Position

Dexis seek an Economist-Cost Benefit Analysis Specialist Consultant supporting an anticipated project for the US International Development Finance Corporation. The Economist will lead the design and implementation of cost-benefit analysis (CBA) models for approximately 15 infrastructure investments across sectors and geographies. This includes financial, economic, and sensitivity analyses incorporating quantitative and qualitative data from multiple sources. 

This consultancy is remote eligible and the position is contingent upon contract award.

Responsibilities
  • Develop robust financial and economic CBA models, including Net Present Value, Internal Rate of Return, and Economic Rate of Return estimates. 
  • Analyze incremental benefits and costs for DFC’s investments, including externalities such as environmental impacts. 
  • Construct counterfactual scenarios and assess portfolio-level net benefits. 
  • Conduct Monte Carlo simulations and sensitivity analyses to quantify risk and uncertainty. 
  • Provide economic insights into project performance, financial structuring, and investment sustainability. 
  • Work closely with the Evaluation Team Lead to ensure alignment of economic analysis with overall evaluation framework. 
  • Contribute to the evaluation report, case studies, and presentations. 

 

Qualifications 
  • Advanced degree (Master’s or Ph.D.) in Economics, Finance, or related field. 
  • Minimum 7 years’ experience conducting cost-benefit and economic analysis of infrastructure or development projects. 
  • Expertise in economic modeling techniques and tools (e.g., Excel, @Risk, Stata, R). 
  • Familiarity with infrastructure financing mechanisms, including public-private partnerships, guarantees, and political risk insurance. 
  • Knowledge of economic discounting practices and financial valuation standards. 
  • Experience working in or evaluating infrastructure projects in developing countries preferred.
