Role: 

The Director of Nursing and Clinical Operations serves as the senior operational leader responsible for nursing and clinical support operations across all Harbor Health Community Health Centers (locations include Dorchester, Plymouth and Hyannis, MA). This role ensures that clinical operations are structured, staffed, and executed in a way that allows providers and care teams to work at the top of their license while delivering high-quality, efficient, and patient-centered care.

The Director provides direct oversight of Clinical Nurse Managers and leads the design, standardization, and continuous improvement of clinical workflows across medical, behavioral health, nutrition, and optometry services. Working in close partnership with the Director of Practice Operations and Site Medical Directors, the Director is accountable for ensuring clinical support operations directly contribute to improvements in access, quality, and patient experience. 

Responsibilities: 

Leadership and Team Development:

  • Oversees all medical support staff including nursing and medical assistants.
  • Provides direct leadership and oversight to Clinical Nurse Managers across all CHC sites.
  • Establishes consistent nursing practices and expectations across clinics. 
  • Builds effective team structures for nursing and medical support staff in support of clinical operations.
  • Mentors and develops Clinical Nurse Managers and emerging leaders, building leadership capacity across the system.
  • Fosters a culture of accountability, collaboration and continuous improvement. 
  • Leads and participates in CHC Leadership initiatives focused on access, quality, and patient experience.
  • Contributes to system-wide operational strategy and performance improvement.
  • Continuously evaluates and adjusts span of control to ensure effective leadership, support and accountability across clinical teams. 
  • Works in close partnership with the Director of Practice Operations and the Director of Patient Access to ensure alignment between clinical and administrative operations at each site. 

Clinical Operations and Workflow Optimization: 

  • Leads the design and implementation of clinical workflows that support: 
    • Efficient patient flow 
    • Provider productivity
    • Timely patient access
  • Ensures clinical support roles (RNs, MAs, etc.) are fully optimized and consistently working at top of their licenses across all sites.
  • Identifies and removes operational barriers that impact care delivery.

Care Transformation: 

  • Leads the evolution of nursing and clinical support roles to align with value-based care models.
  • Expands the use of standing orders and protocols to maximize team-based care.
  • Drives innovation in how care teams operate to improve outcomes, efficiency and patient access.

Quality, Compliance and Clinical Excellence: 

  • Ensures adherence to all regulatory, accreditation, and clinical standards (HRSA, DPH, CDC, Board of Nursing, etc.)
  • In partnership with the Director of Quality and Value-Based Care, leads initiatives to improve the quality of patient care and clinical outcomes.
  • Establishes and monitors nurse and MA performance metrics, identifying areas for improvement and implementing evidence-based practices.
  • Develops and maintains policies and guidelines related to nursing and medical assistant responsibilities.
  • Supports timely review and response to patient care incidents.

Workforce Planning and Staff Development: 

  • Leads workforce planning for nursing and clinical support staff.
  • Supports recruitment, onboarding and retention strategies.
  • Ensures competency validation, training and ongoing staff development.
  • Strengthens pipelines through partnerships with educational institutions.
  • Will work to establish standards for MAs and other medical support staff positions and implement any necessary training, augmentation or monitoring programs to achieve desired standards.
  • Oversees performance improvement initiatives for medical support staff where necessary.

Community Engagement & External Affairs:

  • Fosters strong relationships with community partners, delivering community-based clinics and health and wellness initiatives.
  • Represents Harbor Health in external events, associations and forums such as Massachusetts League of Community Health Centers and the National Association of Community Health Centers.
  • Maintains regular and punctual attendance.
  • Performs other related duties as assigned.

Requirements:

  • Nursing degree from accredited program required, BSN or MSN preferred
  • Current MA Registered Nurse (RN) license and  current BLS (Basic Life Support for Healthcare Providers) Certification
  • 7 or more years of nursing experience with at least five (5) years managing nurses
  • Federally Qualified Health Center or Ambulatory nursing experience preferred
  • Intermediate knowledge of Office 365 including Outlook, Word, Excel and Teams
  • Experience using Electronic Medical Record (EMR) EPIC/OCHIN preferred
  • Familiarity with HRSA, DPH and ACO regulations preferred
  • Strong leadership, coaching and training skills
  • Ability to foster collaborative working relationships
  • Effective oral and written communications skills
  • Must be able to travel in a timely between Harbor Health locations and local sites, able to attend Board and community evening meetings when necessary  with occasional travel to national conferences and workshops.

When determining actual base salary and/or rate, several factors may be considered as applicable (e.g. location, years of relevant experience, education, training, and other factors as permissible by law). As such, most offers will not be at the top of the salary range.
