At CSL, we focus our efforts on the following opportunities:

  • Engaging and building new and diverse stakeholder groups to take action on the energy transformation.
  • Rapidly deploying energy technologies to support critical infrastructure and disaster preparedness in states and cities.
  • Scaling-up Department of Defense (DoD) energy and climate resilience strategies for domestic and global missions.
  • Supporting energy and climate partnerships between companies, governments, and the national security enterprise.
Position Summary

CSL is seeking a Director, DOE Project Manager to oversee a portfolio of architecture-engineering task orders with the U.S. Department of Energy. This is a full-time position emphasizing professional adaptability, sound judgment under multiple concurrent deadlines, and strong client-facing communication.

The role does not require a professional engineering license or an engineering degree. It does require substantial, demonstrated experience managing complex, multi-disciplinary design and engineering projects. A successful candidate will be comfortable directing, reviewing, and holding accountable the work of electrical, mechanical, civil, and other engineering disciplines without personally performing that engineering work. The Director, DOE Project Manager will work in close, day-to-day coordination with professionals who deliver the technical design scope. Specifically, the Director, DOE Project Manager will be expected to:

  • Serve as CSL's primary point of contact for the Department of Energy client (Contracting Officer's Representative and program staff) across the task order portfolio.
  • Manage schedule, budget, and technical scope across multiple concurrent task orders to reduce risk and keep projects on track.
  • Receive and review project requirements and obtain clarification on any conflicting, missing, or vague items.
  • Coordinate closely with our partners and technical leads across all disciplines to ensure design deliverables meet quality, schedule, and budget commitments.
  • Track deliverables through the design lifecycle (e.g., 15%, 50%, 95%, 100% submittals) and coordinate submittal and RFI review and response.
  • Manage subcontract administration, including coordination on invoicing and progress reporting.
  • Plan and lead project meetings; maintain minutes, action-item tracking, and follow-up.
  • Identify scope, schedule, or budget risks early and escalate to leadership with recommended courses of action.
  • Support project closeout, ensuring all deliverables and documentation are complete.
  • Represent CSL professionally in all client and partner engagements.
  • Travel as needed for site visits and client meetings.
Qualifications
  • U.S. citizenship is required for this role, as a condition of both the security clearance and the Department of Energy facility site access it involves.
  • Bachelor's degree required; degree in engineering, construction management, business, or a related field preferred. An engineering license is not required for this role.
  • Minimum 7 years of project management experience, including direct oversight of multi-disciplinary engineering teams or projects.
  • Demonstrated experience managing multi-disciplinary engineering or A&E design projects.
  • Sufficient engineering background to review the team's design drawings, calculations, and recommendations, evaluate the quality of engineering-led work, and provide technical direction, while not serving as the engineer of record.
  • Experience with federal task order contracts (IDIQ, A&E design services); Department of Energy or Department of Defense contract experience preferred.
  • Project management certification preferred (e.g., PMP, CAPM, or equivalent).
  • Excellent client-facing communication skills; comfortable serving as the primary interface with federal clients.
  • Ability to thrive within highly collaborative, dynamic, and cross-company teams.
  • Technical certification or license preferred (e.g., PE, CEM), but not required.
