Overview
The Data Architect / Lead Data Engineer serves as both a strategic enterprise architect and hands-on technical leader, responsible for designing and implementing secure, scalable, and compliant data architectures that support interoperability, analytics, and digital transformation across Federal and commercial environments.
This role leads discovery and assessment of existing data ecosystems, defines future-state architectures and migration options, and supports data platform modernization efforts across both on-premises and FedRAMP-authorized cloud environments. The Data Architect partners with delivery leaders, business analysts, and client stakeholders to ensure that proposed solutions are secure, practical, and aligned with regulatory and operational requirements.

Key Responsibilities
Enterprise Discovery & Strategy
· Lead discovery and analysis of current data environments, integration points, and platform capabilities across on-prem and cloud systems.
· Develop conceptual and high-level data architecture options, including hybrid approaches that meet security and performance requirements.
· Define architectural principles and patterns for interoperability, data governance, lineage, metadata, and privacy-by-design.
· Evaluate cloud-native and hybrid data platforms (e.g., Azure Government, AWS GovCloud, Google Cloud for Government, Databricks, Snowflake) for scalability, maintainability, and cost-effectiveness.
· Ensure all proposed architectures comply with FedRAMP, HIPAA, and HITRUST, standards for cloud and data security.
· Participate in roadmap development, sequencing, and solution trade-off analysis to guide agency decision-making.
Architecture Design & Presentation
· Design and document multiple data architecture options—ranging from on-prem modernization to fully cloud-based or hybrid models—and support presentation of these options to the client.
· Translate complex technical concepts into executive-ready materials that clearly outline benefits, risks, and implementation considerations.
· Collaborate with project managers and business analysts to align architectural decisions with program goals, budgets, and timelines.
· Develop supporting diagrams, data flow models, and integration patterns to illustrate architectural recommendations.
Data Engineering & Implementation Leadership
· Oversee the discovery of existing data models, pipelines, and integration frameworks.
· Establish and recommend standards for data ingestion, transformation, storage, and exchange across architectural designs.
· Incorporate secure data exchange mechanisms (APIs, FHIR, HL7, SFTP, streaming) supporting interoperability and external partner integration.
· Design for optimized performance and cost efficiency across diverse data formats, storage tiers, and environments.
Governance, Quality, and Compliance
· Define and operationalize data governance frameworks, including metadata management, data lineage, MDM, and data quality controls.
· Incorporate security frameworks, ensuring architecture designs meet regulatory compliance where applicable.
Leadership & Collaboration
· Provide technical leadership as part of the delivery team.
· Act as a trusted advisor to stakeholders, guiding decisions on data modernization, security, and platform adoption.
· Contribute to proposal development, technical evaluations, and client presentations to communicate Itero Group’s approach and differentiators.
Required Qualifications
8–10+ years of experience in data architecture, data engineering, or enterprise data solution design.
· Proven success designing or modernizing large-scale, secure data ecosystems (Data Lakes, Warehouses, and analytics platforms).
· Experience architecting solutions in both on-prem and FedRAMP-authorized cloud environments (Azure Gov, AWS GovCloud, GCP Gov).
· Expertise with ETL/ELT tools and frameworks (Azure Data Factory, Databricks, Informatica, Talend, Apache Spark).
· Deep understanding of relational and non-relational database technologies (SQL Server, PostgreSQL, MongoDB, etc.).
· Strong knowledge of data interoperability standards and security frameworks.
· Ability to clearly present architectural options, trade-offs, and recommendations to both technical and executive audiences.
· Excellent communication, documentation, and collaboration skills across multidisciplinary teams.
· Bachelor’s degree in Computer Science, Information Systems, or related field; Master’s preferred.
Preferred Qualifications
Familiarity with DevOps/DataOps practices, including CI/CD, infrastructure as code, and environment automation.
· Prior consulting experience supporting Federal IT modernization, data strategy, or interoperability initiatives.
· Professional certifications such as AWS Certified Solutions Architect, Azure Data Engineer.
