The Cybersecurity Workforce Development Consultant will lead a strategic initiative to assess, strengthen, and expand the cybersecurity talent pipeline across New Mexico’s Executive Branch agencies, local governments, tribal entities, and educational institutions. This role is central to implementing the National Initiative for Cybersecurity Education (NICE) Framework and delivering actionable insights that shape the future of cybersecurity staffing, training, and retention statewide.

Key Responsibilities:
  • Needs Assessment Conduct stakeholder interviews and surveys to identify workforce gaps, recruitment challenges, and training deficiencies across participating entities.
  • Capabilities Mapping Research and catalog existing cybersecurity education, training, and support programs—both in-state and nationally—to build a comprehensive resource database.
  • Gap Analysis Compare current workforce strategies against NICE Framework benchmarks to identify vulnerabilities, inefficiencies, and areas for improvement.
  • Strategic Recommendations Develop tailored remediation plans for each entity, including actionable goals, recommended providers, and best practices for workforce development.
  • Reporting & Communication Deliver a final project report summarizing findings, outcomes, and strategic recommendations to the New Mexico Office of Cybersecurity.
Qualifications:
  • Proven experience in cybersecurity workforce planning, talent development, or organizational consulting
  • Familiarity with the NICE Cybersecurity Workforce Framework
  • Strong analytical and communication skills
  • Experience working with government or educational institutions preferred
  • Ability to manage remote stakeholder engagement and synthesize complex data into clear insights
