Job Description SummaryThe Cost Transfer Focal (CTF) Manager leads a team responsible for ensuring the compliance of GE Aerospace internal cost transfers (ICT) between sites and affiliates. This role focuses on U.S. Government (USG) external and internal funded work, specifically ensuring compliance with applicable regulatory and contractual requirements (such as FAR Part 31). You will serve as the central expert for interpreting funding types, evaluating commerciality assertions, and partnering with Finance, Billing, and Program teams to ensure transfers are accounted for in compliance with applicable regulatory and contractual requirements.Job Description

Key Responsibilities:

Strategic Leadership-Lead a cross-functional team to standardize ICT processes across all GE Aerospace intra-intercompany engagements, ensuring accuracy and regulatory consistency.

Compliance & Governance- Interpret and apply policy, FAR cost principles, contract requirements, and other guidance to complex ICT scenarios. Enhance standard processes and procedures, including decision trees and job aids, to streamline decision-making.

Analysis- Evaluate funding types and commerciality assertions for both external and internal engagements between GE Aerospace sites. Determine if work is competitive and ensure transfers meet allowable cost requirements.

Billing Adjustments- Identify and implement processes for ICT adjustments based on commerciality determinations. Partner with the Billing Group to ensure timely and accurate execution.

Issue Resolution- Support the resolution of discrepancies in billing, revenue recognition, and margin analysis related to intercompany transfers.

Problem Solving – Assess complex government accounting scenarios with a cross-functional team of stakeholders, and work collaboratively to design improvements to ensure continued compliance applicable regulatory and contractual requirements.

Basic Qualifications

  • Bachelor’s degree in Finance, Accounting, Business, or a related field
  • Significant experience in USG government cost accounting, intercompany transfers, and USG billing processes
  • Demonstrated experience in program finance, GAAP accounting, and USG cost principles (FAR/CAS)

Desired Characteristics

  • Ability to interpret government contracts and funding structures
  • Proven ability to perform complex manual calculations accurately and explain them clearly to stakeholders
  • Experience with team leadership and people management in a fast-paced, heavily regulated government procurement environment
  • Ability to teach, administer, interpret, and apply government accounting, cost principles, and the fundamentals of internal cost transfers
  • Deep expertise in U.S. cost accounting related to U.S. Government contracting principles, with a broad understanding of price versus allowable cost.
  • Proficiency in financial modeling and data analysis tools (i.e., Excel, Alteryx)
  • Ability to apply lean principles in a transactional setting, with an emphasis on root cause analysis, countermeasure development, and sustained change control
  • Strategic thinker, with the ability to document, plan and execute programs, established project management skills.
  • Resilience and adaptability when working in environments with changing priorities
  • Strong oral and written communication skills, with the ability to tailor communications to the needs of the audience.

The base pay range for this position is $161,000 - $215,000. The specific pay offered may be influenced by a variety of factors, including the candidate’s experience, education, and skill set. This position is also eligible for an annual discretionary bonus based on a percentage of your base salary. This posting is expected to close on 3/11/26.
