About SAIC's Business Management Organization

SAIC's Business Management function encompasses the full acquisition value chain — from customer engagement and strategy development on the sell side, to program execution, strategic alliances, supply chain management, and subcontractor development on the buy side, to internal finance. Our team of dynamic acquisition professionals provides critical support across key business areas, including Mission IT, Integration, Engineering Services, SETA, and Professional Services, serving both external and internal customers.

Role Overview

SAIC's Business Management organization is seeking an experienced and detail-oriented Contracts Analyst Sr. to support contracts and proposals within the Air Force, Space and Intelligence Business Group, specifically supporting the Defense and Civil Space Market. The successful candidate will bring strong analytical capability, exceptional organizational discipline, and a thorough understanding of contract requirements and compliance to a fast-paced, high-performing contracts team.

The ideal candidate is a highly capable individual contributor who works effectively within defined frameworks, engages manager guidance proactively, and takes clear ownership of contract deliverables and compliance requirements. They are reliable, process-oriented, and skilled at keeping teams on track to meet internal and external deadlines.

Key Responsibilities

  • Build and maintain professional relationships with customer contacts, including Contracting Officers, acquisition specialists, and prime contractor counterparts; engage customers with professionalism and responsiveness while recognizing when senior contracts support should be brought in to address complex issues or make real-time decisions.
  • Demonstrate strong written and oral communication skills; prepare clear, well-organized correspondence, contract documents, and internal communications; present information accurately and professionally to both internal and external audiences.
  • Support the preparation and submission of proposals of moderate complexity across a variety of contract types and acquisition vehicles; ensure proposals are compliant, well-organized, and submitted on time; demonstrate an understanding of what a strong proposal response looks like and flag submissions that may fall short of the mark.
  • Track and manage contract deliverable schedules; drive internal teams to complete required deliverables on time, including responses to CPARS, data submittals, and other contractual requirements; prepare deliverable packages for senior leadership review and approval, ensuring completeness and accuracy prior to submission.
  • Demonstrate a working knowledge of contract types including Cost Reimbursable (CR), Time and Materials (T&M), Firm Fixed Price (FFP), and IDIQ/Task Order vehicles; support the administration of these contract types with accuracy and attention to detail.
  • Review contractual documents for compliance with company policy, government specifications, and master agreement requirements; identify and escalate issues that require senior contracts or legal review.
  • Demonstrate awareness of Other Transaction Authority (OTA) agreements and their distinguishing characteristics relative to traditional FAR-based contracts; capable of supporting low-complexity OTA efforts under the guidance of senior contracts staff.
  • Support OCI plan administration and compliance; ensure team members are executing required NDAs, track organizational changes that may require plan updates, and escalate potential OCI concerns to contracts management for assessment and resolution; demonstrate familiarity with the unique OCI considerations present in SETA environments, including how systems engineering and technical assistance roles can create or implicate organizational conflicts of interest in a development program context.
  • Maintain awareness of significant regulatory developments, including ongoing FAR reform initiatives, and demonstrate a genuine interest in understanding how such changes may affect contract administration and compliance requirements.
  • Educate and inform internal team members on contract requirements, deadlines, and compliance obligations; serve as a reliable resource for program teams on day-to-day contracting questions within scope of experience.
Qualifications

Required Education and Experience

  • Bachelor's degree in Business Administration or a related discipline with 6 years of relevant experience; or a Master's degree in Business Administration or a related discipline with 4 years of relevant experience. An additional 4+ years of experience may be considered in lieu of a degree.
  • U.S. Citizenship required.

Required Skills and Qualifications

  • Strong working knowledge of contract administration principles, concepts, practices, and standards.
  • Familiarity with relevant laws, regulations, and policies governing assigned contracts, including the FAR.
  • Working knowledge of industry practices in federal government contracting.
  • Experience supporting contract risk identification and escalation.
  • Working knowledge of OTA agreements and non-traditional acquisition vehicles.
  • Strong proposal writing skills at moderate complexity levels, including the ability to develop compliant, well-organized proposals within strict deadlines and page limitations.
  • Strong written and oral communication skills, including the ability to communicate contract requirements and compliance obligations clearly to internal and external stakeholders.
  • Exceptional organizational skills and the ability to manage multiple deliverables and competing deadlines simultaneously.
  • Familiarity with SETA contracting environments and the OCI implications that arise in development program contexts.
  • Ability to synthesize contract and compliance requirements and communicate them clearly across diverse teams and disciplines.
  • Detail-oriented, reliable, and structured — consistently delivering accurate, complete work product on time.
  • Collaborative and proactive in engaging manager guidance when issues exceed scope of independent authority.
