POSITION SUMMARY
The Chief of Engineering provides oversight of engineering, planning, design, construction, and asset management activities supporting the Turkey Base Operations Support (T-BOS) contract. This position supports Engineering and Construction Management (ECM) functions and serves as an advisor on facility planning, infrastructure development, project execution, and engineering compliance matters.

RESPONSIBILITIES
- Oversee engineering activities related to facilities programming, planning and program development, community planning, project design, and construction execution.
- Maintain engineering asset management systems
- Review and approve engineering studies, technical analyses, designs, specifications, drawings, scopes of work, cost estimates, and project documentation.
- Ensure engineering projects are completed in accordance with approved schedules, budgets, quality standards, and mission requirements.
- Coordinate engineering priorities and project execution with the Civil Engineer Manager, government representatives, installation leadership, and stakeholders.
- Develop and implement engineering policies, procedures, standards, and best practices to improve operational effectiveness and project delivery.
- Support installation infrastructure planning, facility modernization initiatives, capital improvement projects, and long-range asset management strategies.
- Provide engineering expertise during contingency operations, emergency response efforts, infrastructure failures, and disaster recovery activities.
- Work is based in a busy training environment and subject to frequent interruptions. Frequent outdoor work in inclement weather is required, including heat, cold, humidity, and rain. May be exposed to fumes, airborne particles, vibration, and toxic or caustic chemicals. Must wear PPE as required by Company safety standards.

QUALIFICATIONS
- Active U.S. Secret Security Clearance.
- Bachelor's degree or higher in Engineering or Architecture from an ABET-accredited college or university, or approved equivalent.
- Current Professional Engineer (PE) registration or Registered Architect (RA) license.
- Minimum 8 years of experience in design, construction, inspection, and preparation of plans and specifications for major real property facilities.
- Minimum 4 years of supervisory experience.
- Minimum 3 years of experience managing engineering activities, programs, or organizations.
- Demonstrated DoD installation-level engineering experience.
- Strong knowledge of engineering principles, project management practices, facility sustainment, and construction administration.
- Strong organizational, analytical, and decision-making skills.
- Ability to effectively manage competing priorities in a dynamic operational environment.
- Excellent written and verbal communication skills, including the ability to brief senior leadership.
- Proficiency with Microsoft Office Suite and engineering/project management software applications.
- Ability to conduct field inspections, facility assessments, and construction site visits.
- Ability to access rooftops, mechanical spaces, construction sites, and operational facilities.
- May be required to work outdoors in varying environmental conditions. Must be able to travel throughout the installation in support of engineering and project requirements. May be required to work extended hours during emergencies, inspections, or mission-critical projects.
