Job Description

Position Summary

Ashburn Consulting is seeking a highly motivated and strategic Capture and Content Strategy Lead to architect and execute a modern, services-aligned pursuit function across the Federal and State/Local (SLED) markets. This is a hands-on, independent contributor role responsible for building the systems, pipeline, content, and positioning required to help Ashburn identify, vet, and win advanced IT services contracts aligned with its strengths in networking, cybersecurity, and cloud modernization.

This role goes beyond traditional capture management. You’ll assess and recommend the right tool stack, build actionable opportunity pipelines, lead content strategy for proposals, and directly shape Ashburn’s visibility in the capture ecosystem. This is a unique opportunity to define and grow a scalable, intelligent, and strategically aligned capture program inside a lean and highly focused consulting firm.

 

Key Responsibilities

Capture Tool Strategy & Infrastructure

Capture Tool Strategy & Infrastructure · Assess existing bid platforms (e.g., GovWin, SAM.gov) and make business case recommendations for future tool investments—including costs, ROI, and alignment with strategic goals.

· Stand up the selected tools and design repeatable search and reporting processes to drive long-term value and transparency. Pipeline Development & Opportunity Qualification

· Build and manage a robust pipeline of qualified, services-centric opportunities that align with Ashburn’s past performance and delivery strengths.

· Create and optimize search filters, alerts, and CRM tracking to ensure consistent visibility into viable bids.

· Prioritize quality and alignment over volume to increase competitiveness and conversion rates.

Opportunity Vetting & Agency Engagement

· Conduct outreach to procurement officials, partners, and contract officers to vet opportunity fit and confirm submission strategies. · Ensure Ashburn is appropriately registered, listed, and positioned for relevant vehicles and bid ecosystems (e.g., bidders lists, partner databases, supplier portals).

· Explore proactive strategies to increase inclusion in early-stage capture and pre-RFP discussions. Proposal Content & Writing Support

· Collaborate with technical teams and leadership to produce clear, compelling, and compliant content for bids.

· Draft and review executive summaries, past performance narratives, win themes, and technical solutions.

· Help shape and elevate Ashburn’s proposal standards and reusability of core assets.

Past Performance Library Management

· Take ownership of collecting, formatting, and curating new past performance data from active and recently completed projects.

· Maintain and expand a centralized past performance library to support rapid proposal development and compliance.

Strategic Marketing Support

· Provide ideas and recommendations for marketing tactics that support capture outcomes, including:

   o Targeted collateral or one-pagers for specific RFPs or agencies.

   o Pre-RFP advertising or sponsorship opportunities to increase visibility.

   o Thought leadership or event participation to raise brand profile ahead of known opportunities.

· Collaborate with leadership to align these ideas with Ashburn’s growth and brand strategies.

Qualifications

Required Qualifications

· 7+ years in capture management, B&P content development, or public sector BD roles, with a focus on Federal and/or SLED markets.

· Proven ability to independently assess, implement, and manage capture platforms (e.g., GovWin, SAM.gov, eMaryland Marketplace).

· Exceptional writing skills with a history of contributing to high-quality, winning proposal content.

· Strong understanding of public sector procurement processes, FAR-based acquisition, and contract types (IDIQs, GWACs, BPAs, etc.).

· Highly organized, self-managing, and process-oriented, with strong multitasking ability.

Preferred Qualifications

· Experience standing up a capture or B&P function in a small or mid-sized business.

· Familiarity with Ashburn’s core domains: cybersecurity, network engineering, cloud architecture, IT modernization.

· Comfort interacting with procurement officials, program managers, and teaming partners to validate opportunities.

· Exposure to marketing or pre-capture brand strategy is a plus (e.g., content marketing, collateral, sponsorships).

Performance Expectations

· Delivery of a capture tool and platform strategy within first 90 days, with corresponding implementation roadmap.

· Development and maintenance of a healthy, services-aligned opportunity pipeline across Federal and SLED accounts.

· Contribution to winning proposals, including content, compliance, and alignment to Ashburn’s value proposition.

· Expansion and upkeep of a well-organized past performance library.

· Execution or contribution to pre-RFP marketing or positioning initiatives that increase Ashburn’s visibility.

· Delivery of accurate, proactive reporting on opportunity status, pipeline health, and team readiness.
