Boeing Commercial Airplanes (BCA) has an exciting opportunity for a BCA Engineering Project Management Specialist (Level 3 or 4) to join the Engineering Business Operations team in Everett Washington.
You will design and deliver people strategies to attract, develop, deploy, and retain high-performing engineers, and create practical staffing processes, manager tools, and career development resources. Partnering with engineering leaders, PSE business units, Government Operations, Legal, HR, and Finance, you will lead cross-functional initiatives to improve skill health, internal mobility, onboarding, learning pathways, and technical acumen. We're looking for a people-first, hands-on leader who can convert strategic vision into scalable programs that empower our teams and enable Boeing to deliver exceptional engineering.

- Leads planning, scheduling, coordination, and execution of workforce strategies across multiple business units to ensure consistent implementation of workforce management and development practices
- Establishes an operational rhythm for resource forecasting and staffing, ensure planning is complete, and maintain a sourcing strategy for Boeing employees, contract labor, and purchased services
- Builds relationships to gain support and commitment from others, promote ideas with enthusiasm, conviction, and assertiveness
- Facilitates recurring meetings, technical exchanges and reviews
- Communicates plans and strategies with senior/executive leadership
- Drives results using appropriate processes, tools, schedules, metrics, and data analytics
- Manages Sharepoint/Website Planning materials
Basic Qualifications (Required Skills and Experience):
- 5+ years of related work experience or an equivalent combination of education and experience
- 5+ years of experience planning, managing, and executing projects
- 5+ years of experience reporting/data analytical tools
- Strong written and verbal communication skills with experience preparing and presenting to executives
- Bachelor's degree or higher
- Experience with Workforce Planning methodologies
- Experience with Workday Adaptive Planning
- Experience in building financial plans (long range business plan and quarterly forecast)
Preferred Qualifications (Desired Skills and Experience):
- 10+ years of related work experience or an equivalent combination of education and experience
- Project management certification (PMP, PMI, PMBOK, PMBP, etc)
- Experience managing or leading teams
- Familiarity with talent pipeline management
- Experience building and maintaining demand/supply forecasting models for critical skills, labor categories, and locations; drive scenario planning to support program ramps, surges, and portfolio shifts
- Partner with Program Management, Engineering, Manufacturing, Talent Acquisition, Human Resources, Finance, and Strategy to align workforce plans with program schedules, budgets, and capability need
- Experience in cybersecurity, security network architecture, embedded systems security, or security testing and evaluation
- Experience in Procurement and/or Finance
- Experience with web portal management
- Experience with HCL Forms
