We are seeking a skilled AWS / ETL Engineer to assess, design, and build a high-volume outbound communications integration spanning Salesforce, S-Docs, AWS, and VA Notify.

Program Background

In alignment with the scope outlined in LGYINTAKE-40, this role will provide solutioning and development services to the VHB (Veterans Housing Benefit) environment. This opportunity currently compromises reliable communications to Program Participant Management (PPM) stakeholders and participants and directly impacts reliable communications for future VHB modernized products.

Position Summary

The AWS / ETL Engineer will support the VHB initiative to evaluate and build out an end-to-end communication workflow that generates and delivers high-volume outbound email through Salesforce, S-Docs, AWS, and VA Notify. The role spans two related work streams: a solution assessment/architecture analysis phase to validate that the proposed integration pattern can reliably scale, and a development phase to build, test, and deploy the resulting Salesforce and AWS components into production. This is a hands-on, individual-contributor role requiring strong AWS integration skills, working knowledge of Salesforce-based integration patterns, and the ability to produce clear architectural and technical documentation for both technical and business stakeholders.

Key Responsibilities – Solution Assessment & Architecture Analysis

  • Evaluate S-Docs' ability to generate accurate, consistent HTML/PDF templates, and identify the data dependencies, automation triggers, and governance controls needed to ensure template quality at scale.
  • Analyze Salesforce's integration pathways to identify the most scalable pattern for transmitting large-volume email payloads to AWS, considering throughput, API limits, latency, and fault-tolerance requirements.
  • Examine AWS Lambda's processing capacity, queueing strategies, and monitoring capabilities to confirm the integration layer can support transformation, routing, and secure delivery to VA Notify under peak loads.
  • Review VA Notify's API capabilities and status-reporting mechanisms.
  • Validate the overall solution against operational expectations around scalability, security controls, auditability, observability, and alignment with enterprise compliance requirements.
  • Document findings, architectural decisions, and identified risks/issues to ensure traceability and support future governance reviews.
  • Summarize the analysis in formal solution documentation — data flows, sequence diagrams, considerations, and decision logs — to ensure alignment among technical teams, business stakeholders, and support groups.

Key Responsibilities – Development & Implementation

  • Build and refine data models, integration components, error-handling logic, and orchestration needed to support end-to-end processing across Salesforce, AWS, and VA Notify.
  • Develop capabilities including S-Docs template automation, email request creation, outbound integration callouts, inbound status update processing, and supporting dashboards and reports.
  • Implement AWS components such as API Gateway endpoints, Lambda functions, SQS queueing, dead-letter queues (DLQs), logging/monitoring pipelines, and services for writing delivery
  • Execute unit testing, integration testing, full end-to-end testing, and high-volume load validation
  • Deploy changes through CI/CD pipelines across development, QA, UAT, and production environments, ensuring monitoring, alerting, and operational readiness
  • Finalize technical documentation, operational runbooks, and support procedures, and conduct handover and training for system administrators and support teams.

Required Qualifications

  • Bachelor's degree in Computer Science, Information Technology, Data Engineering, or a related field, or equivalent professional experience.
  • Experience in data engineering, systems integration, ETL development, and/or cloud infrastructure.
  • Hands-on expertise with AWS services including Lambda, API Gateway, SQS (including DLQ patterns), S3, IAM, and CloudWatch
  • Experience with Salesforce integration patterns, including outbound/inbound callouts, Apex, Flow automation, and document-generation tools such as S-Docs (or comparable tools, e.g., Conga, Nintex Drawloop).
  • Working knowledge of, or ability to quickly ramp up on, VA Notify (or comparable notification/delivery-status APIs) for status, bounce, and failure reporting.
  • Proficiency in SQL and at least one scripting/programming language commonly used for integration and data processing (e.g., Python, Apex).
  • Demonstrated experience with the full test lifecycle — unit, integration, end-to-end, and high-volume load/performance testing — and with CI/CD deployment across multiple environments (dev, QA, UAT, production).
  • Experience working on federal government contracts, with familiarity with VA or other federal agency IT environments, security requirements, and compliance frameworks (FISMA, FedRAMP, NIST 800-53).
  • Strong ability to produce clear architectural documentation (data flow diagrams, sequence diagrams, decision logs) and to communicate findings to both technical and business stakeholders.
  • Ability to obtain and maintain a Public Trust clearance; U.S. Citizenship required per VA contract requirements.

Preferred Qualifications

  • Salesforce certification (e.g., Platform Developer I/II, Salesforce Administrator, or Integration Architect) and/or AWS Certified Solutions Architect (Associate).
  • Direct hands-on experience with S-Docs template design/automation and with VA Notify or another government notification-delivery API.
  • Experience with VA-specific systems or programs (e.g., VistA, MASS, VBMS, or other VA data platforms) is a strong plus.
  • Familiarity with infrastructure-as-code tools such as Terraform or AWS CloudFormation, and CI/CD tooling (e.g., Jenkins, GitLab CI, AWS CodePipeline).
  • Experience with observability/monitoring tooling for distributed, queue-based systems (e.g., CloudWatch dashboards/alarms, X-Ray, Splunk).
  • Prior experience supporting a VA ATO process, governance review, or working directly with VA OIT.
