This is a remote position.

The Applications Architect will support the Texas Commission on Environmental Quality (TCEQ) on agency and related programming projects. This role is responsible for planning, developing, testing, and documenting computer programs using established programming techniques and computer systems knowledge. The Applications Architect will consult with end users to identify operating procedures, clarify program objectives, and formulate development plans using structured or object-oriented methodologies. This position requires the ability to work both independently and collaboratively to deliver technical solutions aligned with agency business practices and policies.

Responsibilities
  • Plan, develop, test, and document computer programs in accordance with agency requirements and programming standards.
  • Consult with end users to identify current operating procedures and clarify program objectives.
  • Formulate plans outlining the steps required to develop programs using structured analysis and design or object-oriented development methodologies.
  • Analyze and interpret agency organizations, business practices, policies, and procedures to inform programming solutions.
  • Apply knowledge of computer system capabilities and limitations to ensure effective integration with end user business processes.
  • Execute programming and systems analysis tasks independently or as part of a collaborative team to meet project goals.
  • Work with data automation standards and systems administration technologies to support agency operations.
  • Prepare technical documentation of varying complexity for both technical and non-technical audiences.
  • Coordinate with stakeholders to ensure program objectives align with operational needs and agency policies.
  • Support the testing and quality assurance of developed programs to ensure accuracy and functionality.

Requirements
Minimum Qualifications
  • 8 years of experience planning, developing, testing, and documenting computer programs with applied knowledge of programming techniques and computer systems.
  • 5 years of experience consulting with users to identify current operating procedures and clarify program objectives.
  • 5 years of experience formulating development plans using methodologies such as structured analysis and design or object-oriented development.
  • 5 years of experience planning and executing tasks independently or in a team setting to accomplish project goals.
  • 5 years of full-time experience in computer programming and/or systems analysis.
  • 5 years of experience with the limitations and capabilities of computer systems and their integration with end user business processes.
  • 5 years of experience preparing technical documents of varying complexity for technical and non-technical audiences.
  • 5 years of experience working with data automation standards and systems administration technologies.
  • 5 years of experience analyzing and interpreting agency organizations, business practices, policies, and procedures.
Preferred Qualifications
  • 5 years of demonstrated experience planning, developing, testing, and documenting computer programs with applied knowledge of programming techniques and computer systems.
  • 5 years of demonstrated experience consulting with users to identify current operating procedures and clarify program objectives.
  • 5 years of demonstrated experience formulating development plans using structured analysis and design or object-oriented development methodologies.

Additional Requirements
  • Must currently reside in Texas.
Work Location and Schedule
Location: Remote; must live in Texas.
Schedule: Monday through Friday, 8:00 AM to 5:00 PM, excluding State holidays.
Work Arrangement: Telework
