Manage Pipeline Risk & Compliance program, ensuring adherence to safety regulations, conduct audits, and interact with asset teams and regulatory agencies.
Job Objective:
Responsible for implementation of Pipeline Risk & Compliance program at Hilcorp Alaska. This is a diverse program including Pipeline Compliance, IMP and Pipeline Risk, Subsidence Integrity, and Subsea Integrity. Ensures that Hilcorp Alaska’s assets are managed in compliance with all federal and state regulations, codes, and standards applicable to designated discipline area. Aligns programs and processes towards effective operation and production of Hilcorp Alaska assets.
Essential Job Responsibilities:
- Provides visible leadership and direction in the development of programs, policies, and procedures, both in the office and in the field. Ensures group objectives are aligned with company vision, mission and values of Integrity, Ownership, Urgency, Alignment, and Innovation.
- Regularly interacts with Asset Teams to understand impacts to operations, ensure Integrity programs and processes are in alignment, communicate key metrics and demonstrate value.
- Sets and communicates expectations, defines team goals and stretch goals, and holds team accountable for accomplishing goals. Conducts employee performance evaluations and regularly holds 1:1 sessions to enhance employee performance.
- Responsible for preparation of annual budgets, cost tracking, and forecasting for Integrity and/or Compliance related activities.
- Has comprehensive knowledge of 49 CFR 192 & 195. Provides interpretation of federal and state regulations for pipeline safety. Monitors changes to regulations for impact to company programs and implements required updates.
- Interacts with external stakeholders as HAK company representative regarding compliance with state and federal pipeline safety regulations. Actively engages with regulatory agencies and personnel in an advocacy role for the Company.
- Coordinates, compiles, and submits responses to agency inquiries and enforcement actions. Ensures all filings are completed as required by state and federal agencies.
- Responsible for all pipeline safety programs, manuals, forms, and procedures including O&M, Integrity Management Program, Operator Qualifications, Control Room Management, and Underground Gas Storage.
- Conducts internal compliance audits and oversees all external pipeline safety audits and/or inspections.
- Maintains all HAK pipeline safety program documentation in company electronic document management system and on the pipeline compliance Sharepoint site.
Other Job Responsibilities:
- Maintain a service-oriented attitude to develop programs and procedures that support asset team goals and achieve effective compliance with state and federal regulations.
- Work across multiple teams to identify opportunities for common solutions or tools, and communicate/understand impacts to adjacent programs and processes
- Maintain employee confidence and protect company assets, including intellectual property, by keeping information confidential.
- Other duties as directed by management.
Qualifications:
- Ten (10) years minimum experience in pipeline safety regulatory compliance and risk management, preferably in Alaska.
- Working knowledge of pipeline operations and DOT PHMSA 49 CFR 192 and 195. Knowledge of ADEC Corrosion Control regulations and SPCO requirements, preferred.
- Excellent written and verbal communication skills, with specific ability to translate complex information into an organized and presentable manner.
- Experience with department and personnel management, preferred.
- Ability to maintain a positive, professional and solutions-oriented approach with employees, supervisors, other departments, officials, and the public.
- Ability to complete multiple, diverse tasks of differing priorities.
- Excellent written and verbal communication skills, with specific ability to translate complex computer/information system’s information into an organized and presentable manner.
- Proficiency in the use and application of the following software: Microsoft Office (Excel, Word, PowerPoint, and Outlook) and Sharepoint
- Ability to be available 24 hours per day (on call for questions, emergencies, etc.).
- This position requires travel (up to 10%) to field facilities and other offices, as well as periodic work in outdoor and industrial facility environments.
Education Requirements:
- Required: Four-year University Degree.
- Preferred: Professional Engineering License
