Leads the strategy, architecture, administration, development, operations, governance, and lifecycle management of an enterprise ServiceNow platform supporting a federal agency. Manages a cross-functional development and administration team, oversees projects, integrations, upgrades, security compliance, vendors, budgets, risks, and stakeholder requirements. Ensures ServiceNow solutions meet federal security, performance, ITIL, and governance standards while driving platform optimization and continuous improvement.

Leads federal government proposal pricing, cost modeling, Price to Win analysis, and cost-volume development. Coordinates labor, material, subcontractor, and vendor estimates while ensuring compliance with FAR, CAS, DFARS, DCMA, DCAA, and contract requirements. Maintains historical cost data, supports audits and negotiations, presents pricing analyses to executives, and manages complex, deadline-driven deliverables across cross-functional and geographically dispersed teams.
