Manages federal proposal efforts from RFP analysis through submission, coordinating business development, technical, operational, HR, contracts, and partner contributors. Develops proposal plans, schedules, compliance matrices, win strategies, themes, and templates; edits technical and cost sections; assesses competitors; manages reviews and quality standards; tracks status and communicates progress to leadership. The role requires strong federal procurement knowledge, writing and communication skills, supervisory experience, and the ability to manage multiple deadlines.

Provide operational ownership and analytics for business development, capture, and proposal functions. Maintain BD intelligence workflows, repositories, partner databases, and compliance trackers. Support opportunity intake, contract vehicle intelligence, meeting/workflow management, and proposal/capture activities while producing concise, decision-ready summaries.

Lead growth strategy in government contracting by identifying and qualifying opportunities, building agency and partner relationships, driving capture and proposal efforts, maintaining pipeline, and collaborating with leadership to meet revenue and contract award goals.
