Lead administration, maintenance, performance tuning, and security of enterprise Oracle databases across on-premises and cloud. Implement HA/DR (Data Guard, RMAN, GoldenGate), optimize SQL/PLSQL, perform patching, upgrades, migrations, capacity planning, and monitor dev/test/prod environments to ensure availability and integrity for mission-critical federal systems.

Lead planning, execution, and delivery of complex federal IT programs. Oversee multiple projects, manage cross-functional teams and subcontractors, handle scheduling, budgeting, risk, and compliance, and serve as primary government liaison. Mentor project managers and support proposals and contract transitions.
