Coordinates onboarding and offboarding for personnel, including facility, IT, and vessel access. Manages eQIP, SF-85, fingerprinting, background investigation, CAC/PIV, and credentialing documentation. Prepares personnel forms, recruitment packages, and contract files; enters data into NOAA administrative systems; and develops, reviews, and maintains SOPs, process workflows, instructional manuals, and technical documentation.

Supports the National Oceanographic Partnership Program through inter-agency coordination with NOAA and the Navy’s Office of Naval Research. Responsibilities include managing inter-agency agreement drafts, planning work group meetings, coordinating funding transfers and annual spend plans, developing annual reports, conducting outreach, briefing leadership, and identifying funding opportunities with NOAA science programs and laboratories. The position may be remote or on-site and requires travel for meetings, workshops, and field activities.

Processes, reviews, qualifies, and quality-assures hydrographic, topographic, and bathymetric data in GIS environments. Maintains national bathymetry models, supports deconfliction and product development, improves documentation and data management, and creates or optimizes automated workflows involving hydrography, physics, and geodesy. Requires experience with geospatial data analysis, GIS software, Python programming, database management, mapping standards, and ocean and coastal data products.
