Manages project cost setup, contract billing, financial reporting, budgets, cash-flow projections, and contract closeout activities. Reviews construction contract costs, funding, change orders, retainage, subcontractor invoices, progress billings, and financial performance. Coordinates with accounting, project management, operations, contracts, vendors, and subcontractors to ensure accurate cost tracking, revenue recognition, compliance, and timely billing. Supports audits, government reporting, Costpoint administration, and internal training.

Develops federal government contract pricing strategies, cost models, proposals, price-to-win analyses, contract modification and REA pricing packages, budgets, forecasts, and financial analyses. Evaluates solicitations, wage determinations, labor rules, cost drivers, profitability, and pricing documentation. Collaborates with Business Development, Operations, Finance, and Contracts to deliver compliant, competitive pricing and support negotiations, budgeting, audit readiness, and awarded-program financial management.
