Provides remote and in-country monitoring, evaluation, accountability, and learning technical assistance across development and emergency programs. Responsibilities include designing MEAL systems, indicators, data collection tools, budgets, evaluations, dashboards, and learning agendas; supporting donor proposals; deploying to humanitarian responses; training and mentoring staff and partners; generating evidence; and engaging donors, governments, and peer organizations. Provides technical leadership for Monitoring, Evaluation, Accountability, and Learning (MEAL) in humanitarian emergency programs. Responsibilities include designing MEAL systems, indicators, data collection and visualization tools; supporting proposals and donor requirements; leading emergency deployments; analyzing data; conducting evaluations and after-action reviews; developing reports; training and mentoring staff and partners; and promoting learning and program quality across country and regional teams.

Conduct prospect research to identify and prioritize high-value individual and institutional donors. Develop donor profiles, relationship insights, predictive machine learning models, graph database capabilities, and agentic AI solutions for prospecting, risk analysis, and pipeline placement. Evaluate internal and external data, optimize analytical models, identify fundraising trends, and translate findings into donor engagement recommendations. Collaborate with technical and development teams while supporting adoption of AI tools and coaching others.

Leads global business development and resource mobilization for institutional, foundation, private-sector, and other funding opportunities. Responsibilities include donor engagement, pipeline management, capture planning, proposal coordination and writing, budgeting, partner negotiations, go/no-go decisions, trend analysis, proposal reviews, and strengthening organizational BD systems and staff capacity. The role is remote within the United States, preferably in the MD/DC/VA area, and requires travel up to 35%.

Supports global cash and voucher assistance supply chains through procurement, supplier and financial service provider management, market assessments, contracting, digital payment solutions, emergency preparedness, training, data analysis, and technical guidance to regional and country teams. The role contributes to policies, standard operating procedures, pilots, learning, risk mitigation, audit readiness, and deployment of global payment solutions. International travel of up to 40% is required, with no supervisory responsibilities.

Supports a portfolio of international humanitarian projects through project and award management guidance, compliance coordination, proposal development, donor communications, reporting, and implementation support. The role coordinates across finance, legal, compliance, supply chain, HR, country offices, regional teams, partners, and funders. It also supports training, capacity building, award negotiations, documentation, and resolution of routine implementation challenges. Travel of up to 25% is required, including work in low-resource settings.
