Leads the full lifecycle of ports and marine construction projects, overseeing scope, budgets, schedules, procurement, contracts, quality, risks, change orders, vendors, subcontractors, and client relationships. The role manages project performance, financial responsibility, compliance with design specifications, and reporting to senior management and clients. It requires extensive experience in project management, planning, design, construction management, and preferably NAVFAC planning and design.

Leads economic and strategy consulting engagements involving microeconomic modeling, econometrics, cost-benefit analysis, financial modeling, infrastructure investment appraisal, and socioeconomic impact analysis. Builds market, DCF, and investment models; analyzes datasets; conducts stakeholder interviews; supervises junior analysts; develops executive presentations; and supports business development, technical writing, and client advisory work.

Leads architectural drawing and specification production across schematic design, design development, construction documents, and construction administration. Coordinates multidisciplinary teams, resolves design and technical issues, supports project delivery and business development, reviews design direction, and mentors junior staff. The role requires architectural licensure, strong organization and communication, and proficiency with BIM and architectural production software.
