SUMMARY:

Under supervision of the Senior Buyer, the candidate shall be responsible for purchasing requirements in a fast pace, complex, research and development oriented business. The candidate shall be a proactive self-starter who will work closely with scientists and engineers to scope purchasing requirements, recommend sources, create requests for quote, evaluate proposals and make purchasing decisions based on a DCMA approved Government Purchasing System per Federal Acquisition Regulation (FAR). The buyer will manage purchases from request-for-quote to acceptance in Charles River’s internal systems. The candidate will have strong documentation and administration skills to ensure compliance. Excellent communication and interpersonal skills are required to be successful. Looking for a candidate with 2-3 years buying experience.

MAJOR RESPONSIBILITIES:

  • Review purchase requisitions for compliance to Charles River procurement policies and Government regulations.
  • Procure direct and indirect materials or services seeking out competitive bids that meet required schedules per contracts under approved dollar threshold utilizing company credit card.
  • Identify and maintain responsible supplier sources for recurring requirements utilizing best practices and resolving issues related to quality and delivery.
  • Update and reconcile vendor database, ensuring suppliers are eligible for direct government funded purchases. Such as, ensuring supplier is not debarred and registered in sam.gov. Candidate shall work closely with internal resources if/when cybersecurity and ITAR requirements may become involved.
  • Provide support to Charles River’s proposal department for any commercial materials requirements.
  • Prepares periodic and special purpose reports. Responsible for ensuring the integrity of data in reports officially submitted to the government. Maintains purchase files for audit compliance.
  • Coordinates authorized outgoing shipments, ensuring proper documentation is in place and filed accordingly while working closely with contracting and Government Property Administrator and Office Manager.

REQUIREMENTS:

  • Minimum 2 years work experience within the defense industry. (Experience within a Government approved purchasing system is desired).
  • Working knowledge of Microsoft applications software (Word, Excel and Power Point). Planning, organization, verbal/written communication skills. Experience with Microsoft NAV or other ERP system is desired.
  • Excellent interpersonal, analytical, and organizational skills is needed. Perspective employee shall be able to change tasks quickly when needed.
  • Attention to detail, initiative, organizational skills, ethics, adaptability, and a strong work ethic are also required.
  • US Citizenship is required for this position.
