Own full-cycle recruiting for technical and non-technical roles, including sourcing, screening, interviewing, hiring-manager partnership, candidate recommendations, offers, and applicant tracking. Manage the HRIS recruitment module, ensure compliance, monitor recruiting metrics, support onboarding and offboarding, train hiring managers, and provide HR process support. The role requires strong communication, organization, confidentiality, systems proficiency, and the ability to fill complex technical positions.

Provides technical leadership for a national optical transport network, defining architecture, roadmaps, capacity plans, service specifications, automation, telemetry, and infrastructure strategy. Designs and validates coherent DWDM and ROADM solutions, manages fiber and vendor relationships, supports deployment and 24x7 operations, resolves incidents, mentors engineers, and represents the organization in industry standards and research networking communities.
