Position Summary
Effectual IBM Content Manager (ICM) Consultants are key members of the Public Sector Program Management team, responsible for delivering mission-aligned solutions with a strong focus on technical excellence, regulatory compliance, and stakeholder satisfaction. They will manage, configure, and optimize IBM Content Manager (ICM) environments for federal clients, ensuring secure, high-performance, and compliant operations. The role includes system administration, cloud migration, user access management, and collaboration with cross-functional teams to meet government IT requirements. As representatives of the Effectual brand, they are expected to stay current with applicable public sector standards, policies, and best practices to consistently deliver high-quality, well-architected solutions that address the diverse needs of government and public sector organizations.
A Glimpse into the Daily Routine of an Effectual ICM Consultant
An ICM Consultant monitors systems to ensure stability, performance, and availability while planning and executing cloud migration strategies from on-prem environments to AWS GovCloud. Administer user accounts, permissions, and roles in compliance with federal security standards, collaborating with DB2, WebSphere, and security teams to maintain system integration and compliance, troubleshooting technical issues, and implementing performance optimizations. Maintain and update detailed documentation of system configurations, migrations, and processes, while applying security measures to protect sensitive government data. Be available during core customer hours, support in-person collaboration which is essential to ensure effective communication and teamwork. Your expertise will be critical in driving successful cloud migration initiatives.
Essential Duties and Responsibilities
- Install, configure, and maintain IBM Content Manager systems, including DB2 databases and WebSphere Application Server
- Lead cloud migration projects ensuring minimal downtime and data integrity
- Manage user access, groups, and permissions according to federal security standards
- Monitor system health, apply patches, perform backups, and conduct preventive maintenance
- Troubleshoot complex issues related to system functionality, connectivity, or performance
- Optimize content management workflows for scalability, efficiency, and reliability
- Develop, maintain, and update technical documentation for configurations, migrations, and customizations
- Collaborate with cross-functional teams to ensure integration with enterprise IT infrastructure
- Implement security controls, encryption, and audit mechanisms for compliance with federal regulations
- Foster strong relationships with stakeholders, actively engaging and communicating to ensure alignment and successful delivery of projects
Qualifications
- Minimum Education: Bachelor’s degree in related field and/or at least 1 Professional Level Certification AND
- Minimum Experience: 8 years of experience in specialized software and/or cloud technologies, including 4 years in specialized software technologies OR
- Substitution/Alternative to Minimum Education and Experience: Must have at least 10 years of on-the-job experience
- Available during customer working hours, as needed—both for scheduled and impromptu support
- Be able to work remotely but, be able to go on-site as requested and/or occasionally on-site in Washington DC
- Must be a US Citizen
- 8+ years of experience with administering IBM Content Manager systems in government or federal contracting environments
- Must-have certifications: IBM Certified Content Manager Administrator, AWS Certified Solutions Architect – Associate or Professional, ITIL Foundation Certification
- Strong knowledge of AIX and RHEL operating systems, DB2 databases, and IBM WebSphere Application Server
- Expertise in cloud platforms, preferably AWS GovCloud
- Familiarity with DoD and federal security standards, policies, and compliance requirements
- Excellent problem-solving, troubleshooting, and analytical skills
- Ability to work independently and in collaboration with technical teams
- Excellent communication skills to effectively collaborate and engage stakeholders
- Detail-oriented and able to stand behind the quality of the work
- Able to properly understand and communicate level of effort, define due dates, and meet deadlines
- Ability to work Eastern Standard Time Zone schedule
Nice-to-Have Skills and Experience
- Active Clearance or Public Trust (DOJ Preferred)
- AWS Certifications (e.g., AWS Certified Cloud Practitioner, AWS Certified Solutions Architect)
- Hands-on experience with automation and orchestration tools such as Ansible, Terraform, or Puppet
- Experience with enterprise content migration projects within federal agencies
- Knowledge of scripting languages including Python, Bash, or PowerShell for automation and system management
- Experience optimizing content repositories for high-performance analytics and reporting
- Understanding of large-scale database tuning and performance optimization in government systems
- Stay updated with emerging AWS cloud technologies, public sector regulations, industry trends, and best practices related to application migrations
