Senior Technical Recruiter - Human Resources

FedNowSM
The Federal Reserve is developing a new interbank 24x7x365 real-time gross settlement (RTGS) service with integrated clearing functionality, called the FedNow service. This service will help enable financial institutions provide their customers with the ability to send and receive payments any time, any day, and have full access to those funds within seconds. This position is a unique opportunity to be part of a new mission-critical Federal Reserve initiative that will be transformative to the payments landscape in the United States.
The Team -
As part of the Bank's Human Resources department, the Talent Acquisition team is a strategic partner in the Bank's employment initiatives. The group performs full-cycle recruitment, sourcing, diverse-talent outreach, on-boarding/off-boarding and manages programs to advance the Bank's employer-of-choice initiatives. The team executes on business priorities while attracting and on-boarding talent consistent with the Bank's mission, culture, and values.
Position Contributions -
Responsible for full-cycle sourcing, selling, and closing qualified technical candidates, both internal and external, for the FedNow initiative. The Sr. Technical Recruiter will take the lead in sourcing and execution for the technologists that will deliver on a high-availability, high-volume transaction environment. The ability to understand and adapt the Talent Acquisition needs throughout the entire product development and delivery lifecycle will be paramount to success.
What will be expected of you -

  • Leverages existing and creates new strong external sourcing networks that include a knack for finding and attracting passive candidates but also include relationships with colleges/alumni associations, professional associations, social media mining, recruiters and staffing agencies, and affinity associations.
  • Reviews technical position requirements with FedNow initiative management and HR colleagues, weighs in on realistic go-to-market strategies for openings.
  • Recruits for technical FedNow staff, and other key positions within the initiative, while adhering to the Bank's recruiting policies, practices, processes and documentation/records, including for compliance with applicable laws and FRS accounting principles.
  • Prepares and extends offers in accordance with Boston Fed practices and compensation guidelines
  • Stays abreast of industry practice and research to maintain current in world class staffing/talent management practices; keeps candidates engaged in highly-competitive local marketplaces.
  • Assists HR and FedNow management in recruiting analysis and identifies early risks or contributing factors that could affect program health.


Expertise you would bring -

  • Bachelor`s degree in Human Resources, Business, or related field required.
  • Minimum of three years of targeted technical recruiting experience required, including some experience in corporate or "in house" recruitment.
  • A comprehensive knowledge of candidate sourcing and evaluation.
  • Expertise with online networking and social media tools.
  • Strong consultative, collaborative, interpersonal and project management skills.
  • Excellent written and verbal communication skills.
  • Requires comprehensive knowledge of applicable federal and state laws, thorough understanding of the prevalent industry practices, Bank's HR policies and procedures, EEO plans, strategy, services, infrastructure, and operations.
  • Relevant industry knowledge, AIRS or other certifications preferable
  • Microsoft Office proficiency; Workday knowledge and operational command a big plus


Logistics & Requirements -

  • This job will have the ability to work remotely or on a hybrid remote schedule; infrequent business travel may be required.
