Global Public Affairs (GPA) is a critical pillar of Global Corporate Affairs (GCA) with responsibility for engaging global policy stakeholders to advance patient-centered policy solutions to accelerate global, equitable access to Takeda's innovative life-transforming medicines and vaccines. The Multilateral Affairs team in GPA is responsible for the development and execution of Takeda's multilateral engagement strategy, optimization of international trade association engagement, and facilitation of engagement with our local operating company (LOC) on key global policy topics.
We are seeking an intellectually curious, team-oriented leader with recognized expertise in international public policy. The ideal candidate will be a highly effective strategic thinker and tactical implementer with a history of delivering results in the policy arena. The candidate must possess business acumen and understand the intersection of business, economic, and policy issues on an international scale. The successful candidate will have outstanding judgment to make decisions that are good for Takeda's patients, build trust with society, reinforce our reputation, and help develop a sustainable business. The successful candidate will be very substantive, possess strong cultural acumen, and be very adept in a multitude of environments with a wide range of internal and external stakeholders and constituencies. The candidate must have the organizational acumen necessary to thrive in a cross-functional role in a highly matrixed organization. The candidate must have the service-mentality and consensus-building skills necessary to work in a corporate function with multiple business partners who may have different perspectives and needs. While we seek candidates who possess self-confidence, it must be balanced with humility and knowledge of their own strengths and limitations. The successful candidate will also have a sense of humor, will be able to be self-deprecatory, and will see the lighter side of difficult situations.
How you will contribute:
- Lead development and implementation of global policy advocacy strategy on key global policy topics including engagement with multilateral institutions, international trade association engagement, and LOCs in close collaboration with Takeda's Enterprise Public Affairs Leadership Team (EPALT). This includes:
- Developing engagement plans to achieve differentiation for Takeda among international public affairs audiences and influencers.
- Monitoring and measuring success of multilateral/LOC/trade association engagement to meet GPA and broader GCA objectives.
- Lead development and strengthening of the Takeda public affairs community to share best practices, engage key LOCs on priority global policy initiatives and facilitate capability building initiatives in growth and emerging markets.
- Lead tracking and optimization of international trade association engagement in collaboration with EPALT (e.g., IFPMA, JPMA, EFPIA and PhRMA). Support staffing of senior executives who serve leadership positions in international trade associations (e.g., Biopharmaceutical CEO Roundtable, Chief Ethics and Compliance Officer Roundtable, Global Vaccines CEO Policy Forum, JPMA, PhRMA, and EFPIA) as needed.
Minimum Requirements/Qualifications:
- Fluency in English. Other language skills preferred but not required (e.g., Japanese, French, Spanish).
- Master's or relevant advanced degree.
- Accomplished policy advocacy professional with at least 15 years of experience in public affairs (government affairs and/or policy).
- Experience working in or with the pharmaceutical sector, medical device, and/or other health sector on international policy issues.
- Deep understanding of the role key governments (e.g., US, EU, Japan) play in influencing the operating environment of the innovative pharmaceutical sector.
- Understanding of domestic political and policy dynamics in key markets such US, Japan, Europe and/or China.
- Superior interpersonal and leadership skills in relevant business environments.
- Willing and able to work in a dynamic environment and possess an innovative spirit.
- Effective in collaborating with people at all levels of an organization and willing to contribute wherever needed, providing support to operational activities as well as staffing senior executives.
- Strong indirect people management skills and experience.
- Excellent writing and communications skills with the strong ability to develop new, innovative ways to influence people in a rapidly changing environment.
- Ability to travel domestically and internationally.

U.S. Base Salary Range:
$205,100.00 - $322,300.00
The estimated salary range reflects an anticipated range for this position. The actual base salary offered may depend on a variety of factors, including the qualifications of the individual applicant for the position, years of relevant experience, specific and unique skills, level of education attained, certifications or other professional licenses held, and the location in which the applicant lives and/or from which they will be performing the job. The actual base salary offered will be in accordance with state or local minimum wage requirements for the job location.
U.S. based employees may be eligible for short-term and/ or long-term incentives. U.S. based employees may be eligible to participate in medical, dental, vision insurance, a 401(k) plan and company match, short-term and long-term disability coverage, basic life insurance, a tuition reimbursement program, paid volunteer time off, company holidays, and well-being benefits, among others. U.S. based employees are also eligible to receive, per calendar year, up to 80 hours of sick time, and new hires are eligible to accrue up to 120 hours of paid vacation.
